What are the responsibilities and job description for the Purchasing Specialist position at Halmar International?
Responsibilities
Oversee and plan all aspects of purchasing from pre-bid to closeout.
Obtain Subcontractor and supplier/vendor quotes for projects pre-bid.
Negotiate and execute subcontracts and purchase orders.
Represent company in negotiating contracts with vendors, subcontractors and service providers.
Locate and assist in the evaluation and qualification of vendor materials, equipment, and professional service providers.
Provide feedback to assist in analyzing market and delivery systems to assess present and future material availability.
Communicate and enforce purchasing policies & procedures to project team.
Responsible for projections, delivery schedules and purchasing reporting.
Maintain and update database of subcontractors and suppliers.
Prepare and submit pre-award DBE/MBE/WBE subcontractor information on municipal bids.
Attend, host, and participate in DBE/MBE/WBE Outreach Events.
Assist project management team with mobilization of new projects and close-out of completed projects from pre-construction meetings to final acceptance of contract by owner.
Manage and oversee the projects DBE/MBE/WBE Utilization Plan from Bid to Close-out.
Qualifications
Bachelors degree in business, engineering, supply chain management, construction management or equivalent degree ideal.
Minimum 4 to 5 years heavy construction industry experience. Preferred but not required
Construction Estimating Experience Strongly Preferred.
Proficiency in Microsoft Office including PowerPoint, Word and Excel with general knowledge of database utilization.
Proficiency in HCSS Software including Heavy Bid and Heavy job is a plus.
Experience With Web-based Bid Solicitation Systems Preferred.
Effective time management and organizational skills.
Excellent interpersonal, written, and verbal communication skills.
Team player with the ability to also work independently to meet fixed deadlines, goals, and objectives.
Strong leadership and people management skills.
