JOB SUMMARY:
Plans, coordinates, and supervises activities of Sheriff's Deputies performing duties such as patrol, crime investigation, training, and courtroom security assuring all policies and procedures of the department are executed effectively to protect lives and property of the citizens of Hall County.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Schedules and monitors activities of Deputy Sheriffs on patrol, administrative, Jail or courtroom security details; instructs and trains them in new methods and procedures; completes performance evaluations on each officer on the shift and reports any problems to superior officers.
Briefs shift daily on any special instructions; coordinates efforts with other shifts on any ongoing situations involving the welfare of citizens or officers.
Performs routine patrol duties as required when a shift is shorthanded or special concentration in a certain area of the county is necessary; assists with all calls of a serious nature where injury or threat of injury to the public or officers is present.
Directs activities of officers at all incidents and accidents until relieved of command by a superior officer; calls for backup or other assistance as needed.
Writes reports of incidents in the field; reviews reports of officers and approves or returns to the officer for complete information.
Testifies in court as necessary as to any arrests made or any incidents involving the Deputies under his charge on any given shift.
Regular and predictable attendance is required.
Performs other related duties as required.
When assigned to Administration:
Provide Human Resources services in the area of employment by managing application flow, selection criteria, background investigation, interviewing, and placement.
Assist with employee relations activities, including but not limited to: review of EEOC responses; participates in internal investigations; assists with complaints of discrimination or workplace harassment. Confers with Command Staff to gather and provide information related to employee progressive discipline actions and investigations.
Researches and develops policies and procedures; may assist and participate in routine update of Hall County Rules & Regulations.
May represent the department on county wide committee’s or review panels
Coordinate promotions within the department according to departmental policies and procedures, as well as the Hall County Government Rules and Regulations.
Coordinate the development, maintenance and updating of Sheriff’s Office forms.
Serve as primary point of contact with Georgia Peace Officer Standards and Training Council regarding personnel matters.
Serve as Sheriff’s Office representative/liaison with the Hall County Human Resource Department.

When assigned to Patrol
Reports to Patrol Watch Commander
Briefs personnel on any special instructions or circumstances involving their work; coordinates efforts with other watches/divisions on any ongoing situations involving the welfare of citizens or officers.
Performs routine patrol duties as required when a shift is shorthanded or special concentration in a certain district is necessary; assists with all calls of a serious nature where injury or threat of injury to the public or officers is present; interviews witnesses and suspects; takes statements.
Directs activities of officers at all incidents and accidents until relieved of command by a higher ranking officer; calls for and directs backup or other assistance as needed; collects evidence as required and turns it over to investigators.
Writes reports of incidents in the field; reviews reports of officers in the field and approves or returns to the officer for complete information.
May act as Watch Commander in the absence of the patrol lieutenant.
Performs other related duties as required.
When assigned to Traffic Patrol:
Oversees traffic accidents and hit and run investigations resulting in serious injury or fatalities; collects evidence, photographs crime scenes, measures accident scenes, interviews witnesses, doctors, and coroner personnel; collects accident data and traffic information to successfully employ personnel to reduce the number of accidents and violations.

When assigned to Court Services:
Plans, directs, and coordinates work of court services personnel, records personnel, and property evidence officer who keep order in the courtroom, protect witness and judges during proceedings, maintain records of all department proceedings.
Assigns deputies to the courtrooms based upon need; may assist with duties as circumstances warrant.
Directs and assists with the delivery of civil papers in Hall County including summonses, subpoenas, seizure of property, divorce papers, land disputes, fieri facias, and dispossession proceedings.
Carries out temporary protective orders protecting one person from another during court proceedings including spouses and children during divorce and custody cases.
Performs other related duties as required.
When assigned to Criminal Investigations:
Coordinates the work over Investigators assigned to the division or unit to ensure that all appropriate reports and activity is properly completed and forwarded to appropriate locations in a timely manner. May be assigned as a supervisor in a unit in the Criminal Investigations Division investigating one particular type of crime or assigned as a general Investigator investigating multiple types of crimes.
Works with other investigators on high level investigations to provide coordination of efforts between various agencies or departments.

When assigned to the Jail:
Assigns staff to duty posts, monitors performance of subordinates, completes counseling forms as necessary, and completes performance evaluations.
Reviews and approves shift reports.
Conducts facility security and safety inspections; ensures jail operations are completed according to policy as set forth in the Jail Operations Manual.
Approves the release of inmates.
Escorts or transports inmates as required.
Performs other related duties as required.
When assigned School Based Services:
Implements programs in the community and informs the public of the Child I.D., investigative programs bicycle registration and other programs; speaks to student groups, civic clubs, associations, and religious organizations on special programs and law enforcement in general.
Instructs fellow officers in law enforcement related topics in the area of community relations and improving the image of the department.
Promotes goals and objectives of the Sheriff's department through a variety of community activities.
Directs citizens with special needs to the appropriate community service organization.
May perform patrol duties or any other duties as necessary to investigate or prevent crime when juveniles are involved or suspected of being involved; may serve warrants and subpoenas.
The SRO Sergeant is the designated day-to-day coordinator of the SRO Program. The A.D.V.A.N.C.E. Sergeant is the designated day-to-day coordinator of the ADVANCE Program.
Coordinates with School Administration on School Resource Officer (SRO) Program and ensures all procedures are properly followed.
Performs other related duties as required.
When assigned to Property and Evidence:
Takes custody of all evidence confiscated by the Sheriff's department; organizes and stores until needed at trial or by investigators.
Transports evidence to the State Crime Laboratory in Atlanta for further testing and assures evidence is returned to the property room.
Returns evidence to the proper owner after the trial is completed or destroys evidence on the order of the court; puts unclaimed items up for Sheriff's sale when necessary.
Testifies and verifies custody of evidence in all courts when necessary.

When assigned to the Training Unit:
Plans, directs, and oversees departmental training programs to include In-service classes, Roll-call classes, and required annual training classes.
Conducts training in classes such as Expandable Batons, OC Pepper Spray, Authorized Firearms and Weapons, and other classes as needed.
Assists the Office of Professional Standards in determining the need for and developing new training programs as needed for the department.

When assigned to the Records Unit
Assures agency data is maintained and information vital to the prompt execution of law enforcement services is available for officers and the public at all times.
Supervises all record clerks assigned to the Records Unit of the Hall County Sheriff’s Office.
Converts all manual record keeping to county computer based filing (RMS).
Performs the duties of Terminal Agency Coordinator for the Georgia Crime Information Center (GCIC); assures all users of the GCIC are certified and have completed all tests and re-certifications as required by the GCIC; maintains all GCIC computers, printers, etc.
Accepts calls from Investigators, Patrol Deputies, Dispatch and other Law Enforcement Agencies and provide the requested information.
Submits State Certification files to Office of Professional Standards.
Enters Family Violence (FVA) information on GBI website for Uniform Crime Reporting (UCR) / Incident Based Reporting (IBR).
Assist supervisor with roll call training for patrol and jail personnel.
Type and scan all accident reports and distribute an updated list daily by email to all records clerks; solicitors office and traffic court.
File incident reports and supplemental reports.
Maintain and order supplies for Xerox copier. Contact Xerox for service or problems. Order other supplies as needed.
Register Sex Offenders in the absence of personnel who perform that duty.
Training of all records personnel in all aspects of the job.
Handles employee disciplinary issues.
Monitors and approves time for payroll.
Assists in preparing monthly and yearly reports.
Pull reports for Open Records requests.
Issue keys and gate cards in absence of supervisor.
Run criminal histories for the public, special firearms license, guardianships, investigations, etc.
Assist patrol officers and investigators with questions pertaining to incident reports, UCR / IBR codes, etc.
Check incident reports for errors in absence of supervisor.
Assist in interviewing prospective employees.
Collect, record and send all money and checks for criminal histories, open records, expungements, etc., to the Court Services Division.

K-9 Unit Responsibilities (if applicable)
- Responsible for managing all canines (police dogs)
- Communicating with division commanders and supervisors on the needs of their respective K-9 teams

MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
High School Diploma or G.E.D.
Two years Law Enforcement experience.
Licenses and Certifications:
GEORGIA POST Certification.
Valid Driver’s License and a satisfactory Motor Vehicle Record (MVR).
Knowledge, Skills, and Abilities:
Knowledge of law enforcement supervisory, management, and investigative techniques.
Knowledge of modern methods and practices of criminal investigation, patrol administration, court procedures, and personnel supervision.
Knowledge of federal, state, and county laws and procedures.
