JOB SUMMARY:

 

Professional position involving the construction, design, design management, and management of single or multiple large and complex projects to insure compliance with the contract plans and specifications.  Serve as primary field contact liaison with engineering design staff, contractors’ project staff, and the department’s project staff; typically provide supervision and direction of some project inspection staff and other departmental staff.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

 

Designs and manages single or multiple large and complex constructions projects for the County.

 

Serves as County Engineer in his/her absence; provides administrative support by assisting the County Engineer in the preparation of the annual budget, by preparing financial projections for future capital improvement projects, and by supervising and instructing subordinate staff.

 

Serves as project manager on particular projects by preparing, disseminating, and maintaining all projects records such as daily field reports, testing and inspection reports, and others; coordinating project start-up and close-out; and communicating through correspondence and/or project meetings with all relevant individuals and groups.

 

Monitors projects to identify and resolve problems such as out-of-scope work, differing site conditions, and work interference.

 

Manages the construction process from beginning to end by reviewing and negotiating contracts, construction claims, and change orders; by reviewing and constructing schedule and analyzing impacts of changes; and by insuring the quantity and quality of contractor’s work.

 

Prepares responses to requests for interpretation of designs and specifications and issues clarification as needed.  

Provides engineering support for other county divisions.

 

Responds to recall in cases of emergency.

 

Participates in regional storm water, transportation, and environmental issues sometimes requiring meeting and communicating with other local, state, and federal authorities, the general public, and special interest groups.

 

Regular and predictable attendance is required.

 

Performs other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED:

 

Education and Experience:

 

Bachelor’s Degree in Civil, structural, or Environmental Engineering.

 

Five (5) years of construction engineering and design experience with a minimum of three of the five years as a project manager/supervisor.

 

Any equivalent combination of education and technical experience, which provided the minimum level of qualifications stated above.

 

Licenses and Certifications:

 

State of Georgia Certified Professional Engineer or Certified Professional Engineer in a State having reciprocity with Georgia preferred.

 

Valid Class C Driver’s License and a satisfactory Motor Vehicle Record (MVR).

 

Knowledge, Skills, and Abilities:

 

Knowledge of construction products, methods and procedures.

 

Knowledge of and skill with construction related software for project scheduling and documentation;

 

Knowledge and skill in the use of surveying equipment and related computer software;

 

Knowledge of the theories, principles, practices, and methods involved in design and construction of highways, water and sewer facilities, building construction and maintenance, site grading and storm water management systems, and experience and knowledge of construction products, methods and procedures;

 

Knowledge of the laws, statutes and ordinances associated with highway design and construction, water and sewer facilities, and building construction;

 

Knowledge of the principles and practices utilized in the inspection and testing of materials used in the construction of roads, bridges, and other projects.

 

Excellent communication and organizational skills and the ability to interface at different levels.

 

Ability to communicate clearly and effectively, both orally and in writing.

 

Ability to supervise and direct other engineers, inspectors, engineering technicians, other staff..

 

Ability to review and interpret contract provisions, and construction plans and specifications;

 

Ability to organize, interpret, analyze and prepare technical engineering reports;

 

Ability to establish and maintain effective working relationships with engineers, developers, contractors, federal, state and local officials, government employees and the public;

 

Ability to analyze complex engineering problems and provide a solution utilizing sound engineering principles and ensuring the problem is corrected in a fiscally responsible manner;

Physical Ability:  Essential functions continuously require the ability to remain stationary (sitting or standing); repetitively use hands/arms/legs. Incumbents constantly must think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must continuously direct others, meet deadlines; stay organized; use math/calculations and use a keyboard/type. 

 

Frequently the essential functions require the ability to move by walking; move/transport items up to 10lbs; attend work related meetings; handle confidential information and operate equipment. 

 

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; position oneself by crouching or kneeling; ascend and descend ladders, stairs, and ramps; push or pull; maintain body equilibrium to prevent failing when walking, standing, crouching or navigating narrow, slippery or erratically moving surfaces; repeatedly use legs; move/transport between 11lbs to 50lbs; grasping. Incumbents in this position are occasionally on-call;, work irregular hours; and maintain stamina throughout the workday. 

 

Sensory Requirements:  Essential functions regularly require the ability to use effective verbal and written communication; use of hand/eye coordination and fine manipulation to use tools and equipment.

 

Environmental Factors:  Essential functions constantly require incumbent to be able to work alone or with others. Additionally, incumbents are frequently exposed to extreme temperatures and humidity while working outside; extreme dry environments; dirt/mud, fumes, gasses, odors, dust, grease, and oil; and extreme noise. 

 

Essential functions occasionally require exposure to risk of bodily harm from sharp objects/tools, heavy machinery; constricted spaces and traffic hazards; moving mechanical parts, wet, slippery floors/surfaces.
