JOB SUMMARY: (ALL INCUMBENTS MAY NOT PERFORM ALL DUTIES.)

 

Operates one or more pieces of heavy equipment at a skilled level such as:   a backhoe, loader, dozer, trackhoe, scraper, grader, hydro-scopic, etc.  Assists in assigning, checking and approving work of Laborers and other Equipment Operators.

 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: (All incumbents may not perform all duties)

 

Operates bulldozers, motor graders, and front-end loaders, etc: to clear and level land for construction of roads, parking lots, building sites, compactor sites, routine maintenance of county roads, etc.

 

Operates flatbed or dump trucks to transport materials or haul brush/debris, gravel, dirt, etc.

 

Performs basic maintenance on backhoes, loaders, dozers, trackhoes, scrapers, graders, hydroscopic, dump trucks which includes washing, changing oil, greasing, checking all fluid levels and minor maintenance repairs.

 

May assist in performing unskilled or semi-skilled labor such as pouring concrete, laying block, installing pipes, installing erosion controls and shoulder maintenance.

 

May operate a scooter truck when following motorgraders, moving equipment and working in inclement weather.

 

May assist in training new employees and in assigning, checking and approving work of Laborers and other Equipment Operators.

 

Hall County employees may oversee the work of an inmate work crew and are responsible for their safety and security at all times.

 

Regular and predictable attendance is required.

 

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED:

 

Education and Experience:

 

High School Diploma or GED

 

Ability to read and write.

 

Two years combined Equipment Operator I or II experience required.

 

Any equivalent combination of education and experience, which provides the minimum level of qualifications, stated above.

 

Licenses and Certifications:

 

Valid Class A or B Driver’s License, depending on assigned vehicle.   Satisfactory Motor Vehicle Record (MVR).

 

POST Certification required.

 

Due to the safety-sensitive nature of this position, incumbents will be subject to random drug testing. 

 

Knowledge, Skills, and Abilities:

 

Knowledge of geography of the County including major roads and landmarks.

 

Knowledge of preventive maintenance procedures.

 

Knowledge of traffic rules and regulations and safe operation of heavy equipment.

 

 Knowledge of and skill in operating various types of heavy equipment.

 

Ability to take and follow directions from supervisor.

 

Ability to give directions to and gain compliance from assigned staff.

 

Ability to perform strenuous and routine work.

 

Ability to lift objects of up to 100 pounds.

 

Ability to communicate effectively both orally and in writing


 

ADA Minimum Qualifications:

 

Physical Ability: Essential functions continuously require the ability to remain in a stationary position (sitting/standing); move oneself about the worksite by walking; ascend and descend ladders, stairs, and ramps; reach overhead; position oneself by crouching or kneeling; maintain body equilibrium to prevent failing when walking, standing, crouching or navigating narrow, slippery or erratically moving surfaces; push or pull items; repetitively use hands/arms/legs; grasp items; and move/transport items weighing up to 25lbs. Incumbents constantly must think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Essential functions continuously require incumbents to direct others; maintain stamina during the workday; meet deadlines; operate equipment; and stay organized. 

 

Essential functions frequently require the ability to bend body downward and forward by bending spine and legs, twisting at the waist, hips or knees; and move/transport items weighing between 26lbs and 75lbs. Essential functions frequently require incumbents to use math/calculations.

 

Essential functions occasionally require the ability to move oneself by crawling on hands and knees and move/transport items weighing between 76lbs and 100lbs. Essential functions occasionally require incumbents to be on-call; work irregular hours (i.e. nights and/or weekends); and attend work related meetings and trainings.

 

Sensory Ability: Essential Functions require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use tools and equipment.

 

Environmental Factors: Essential functions are continuously performed with exposure to risk of bodily injury from hazards including chemical, sharp objects/tools, heavy machinery, and traffic; dirt/mud, fumes, gasses, odors, dust, grease and oil; moving mechanical parts; extreme noise; vibration; and wet, slippery floors/surfaces. Incumbents continuously must be able to work with others. 

 

Essential functions are frequently performed with exposure to adverse environmental conditions, including inclement weather or dry environments; extreme hot or cold temperatures; risk of bodily injury from biological hazards; working in high heights/high places or constricted spaces; and hot temperature devices including burners and flame torches. 

 

Essential functions are occasionally performed with exposure to risk of bodily injury from electrical hazards. Incumbents occasionally must be able to work alone. 

 

 

Incumbents regularly must be able to work around equipment/machinery; drive county vehicles and other equipment; and walk on uneven ground.
