Commercial Industrial Properties Supervisor

JOB SUMMARY

Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES 

Researches, identifies and locates commercial and industrial property; inspects property to be appraised; obtains all pertinent data (quality, size, shape, age, depreciation) required to properly establish appraised market value of the property; appraises commercial/industrial property splits.

Manages the appraisal process for a commercial/urban section of the department, which includes data collection, analysis, and valuation. 

Oversees the final review or reevaluation process and assigns appraisers to cases based upon expertise or workload.

Ensures applicable ordinances, rules, and regulations are followed.

Coordinates findings and reports with property owners, legal representatives, County departments, and other government agencies, and resolves questions and concerns.

Appraises the most complex commercial or residential properties that have had a change in legal or physical status.

Interprets appraisal methods and establishes appraisal formulas, methods, and categories.

Represents the tax assessors or appraisal office at the Board of Equalization hearings to defend complex or sensitive valuation estimates.

Prepares reports detailing division operations, such as sales ratios and determines corrective actions when necessary.

Performs other duties of a similar nature or level.

Regular and predictable attendance is required.

MINIMUM QUALIFICATIONS REQUIRED

Education and Experience:

Bachelor's Degree in Real Estate Management or Business Administration

Three years of appraisal experience, supervisory experience preferred;

or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licenses and Certifications:

Completion of Appraiser III Certification from Georgia Department of Revenue, as defined by the current rules and regulations of Georgia or ten (10) years’ experience in the fee appraisal field.

Valid Driver's License in state of residency.

Must be 21 years of age or older.

Knowledge, Skills, and Abilities:

Knowledge of accepted mass appraisal techniques and methods used in placing values on all types of real property, including income approach.

Supervisory principles;

Managerial principles;

Advanced appraisal principles and practices;

Customer service principles;

Applicable laws, rules, and regulations;

Advanced tax processing principles and practices.

ADA MINIMUM REQUIREMENTS

Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.

Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs.

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours. 

Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.

Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone.
