The Ideal Candidate
The ideal candidate for the Program Manager role at HAART is organized, dependable, and adaptable, with the ability to manage competing priorities and support early-day operations as needed. They bring strong administrative, operational, and management skills, along with experience coordinating and supporting clinical supervision and consultation processes.

This individual demonstrates confident, thoughtful leadership, communicates clearly, and sets effective boundaries. They are skilled in managing staff performance, workflow, and program needs while partnering with clinical supervisors to support a high standard of care. They have an awareness of countertransference and its impact on clinical work, and help foster a clinical environment grounded in ethical, reflective practice.

They are compassionate, curious, and nonjudgmental in their work with individuals experiencing substance use disorders, and are able to cultivate trust while maintaining a sense of hope. The ideal candidate collaborates effectively across teams, supports both staff and supervisors in their roles, ensures timely and accurate documentation, and remains open to learning, feedback, and diverse perspectives from colleagues and clients.

Responsibilities

  • Fulfill role of Program Manager Under Title 9 unless otherwise specified:
  • Primary Responsibilities
  • Oversee daily program operations, including intake, counseling, and front office functions, to ensure efficient service delivery and a high-quality client experience.
  • Recruit, onboard, train, and supervise clinical, intake, and support staff; provide ongoing coaching, performance evaluations, and professional development planning.
  • Ensure compliance with all applicable federal, state, and local regulations and accreditation standards; support policy development, implementation, and audit readiness.
  • Monitor clinical documentation, caseloads, and service delivery to ensure accuracy, timeliness, and adherence to regulatory requirements.
  • Coordinate staff scheduling, coverage, and workflow to maintain continuity of care and respond to staffing needs.
  • Lead and support program meetings, staff communication, and interdisciplinary collaboration.
  • Track and report program data, including service utilization, outcomes, and required county/state reporting metrics.
  • Identify operational needs (e.g., facilities, supplies, HR) and coordinate timely solutions to support program effectiveness.
  • Promote a positive team culture grounded in collaboration, accountability, and trauma-informed, culturally responsive care.
  • Support budget planning and resource management in collaboration with leadership.
  • Participate in external meetings and represent the program with county, state, and community partners.
  • Ensure readiness for inspections, audits, and accreditation reviews, and coordinate responses as needed.
  • Address performance concerns through coaching and corrective action when necessary.
  • Perform other duties as assigned to support program and organizational goals.

Requirements

  • Certification as a Substance Use Disorder (SUD) Counselor through a Department of Health Care Services (DHCS)–approved certifying organization, with a minimum of 5 years in good standing
  • At least 6 years of experience providing SUD and/or mental health services
  • Demonstrated experience supervising or managing clinical staff
  • Strong organizational, communication, and consultation skills
  • Excellent interpersonal, written, and verbal communication abilities, along with proficiency in computer systems and electronic health records (EHR)
  • Ability to coordinate across clinical systems and organizational networks
  • Demonstrated cultural humility and the ability to work effectively with diverse populations, identities, and belief systems
  • Commitment to harm reduction principles and respect for individuals with substance use disorders
  • Ability to work collaboratively, adapt to changing needs, and support program operations as required
  • Knowledge of ethical standards related to clinical and administrative supervision, including oversight of staff working toward licensure
  • Ability to pass TB and other required health screenings

Preferred Qualifications

  • Master’s or doctoral degree in Social Work, Psychology, or a related field
  • Active licensure (minimum 2 years) with the California Board of Behavioral Sciences or Board of Psychology
  • Completion of at least 6 hours of continuing education in clinical supervision
  • 6 years of experience in behavioral health services, including consultation and psychoeducation
  • 4 years of staff management experience
  • Experience working with accreditation bodies and regulatory agencies at the county, state, and/or federal level

Salary : $87,000 - $107,000
