H-E-B's Transportation division supports distribution by transporting products from the warehouse to our retail stores. Our Transportation Partners ship an average 12,000 deliveries per week and travel 57 million miles each year.As a Customs Compliance Manager, you will be responsible for day-to-day operations associated with U.S. Customs entry filings and compliance programs, policies, and procedures involving related governmental agencies, by directing, managing, and maintaining efforts to ensure H-E-B operates in conformity with import regulatory requirements.

Frequently communicates with federal agencies (including USDA, FDA, CBP) to coordinate audit accuracy and issue resolution.- Works with management, Global Sourcing, Logistics, and vendors on import compliance-related issues- Assists in overseeing export compliance requirements for export transactions; ensures compliance with applicable licensing requirements under export control laws and regulations- Maintains compliance databases and other record repositories related to trade compliance - Develops standard operating procedures; refines / implements trade compliance-related processes and best practices- Prepares summary information; works with in-house / external legal counsel on global trade compliance issues in order to limit service disruption and financial risk- Drives continuous improvement of H-E-B's Global Compliance ProgramManagement:- Manages customs compliance initiatives and competencies, which include customs entry operations, broker management, classification, valuation, trade programs and agreements, internal auditing; responsible for efficient / expeditious flow of product- Reviews / oversees Harmonized Tariff Schedule (HTS) classifications for Grocery, Produce, and General Merchandise- Manages classification of imported products and associated databases to ensure appropriate amount of duties / fees are paid in accordance with proper valuation method, as defined by U.S. CBP- Manages rail transportation from U.S. origin to the final destination in Monterrey, Mexico- Supervises daily activities of Customs Brokers, including auditing of entries and processes- Manages Customs Compliance Specialists - areas of responsibility, including validating their recordkeeping for accuracy- Analyzes tariff rates and product classifications for Grocery, Produce, and General Merchandise utilizing the HTF, CBP binding rulings, and external legal counsel- Prepares trade-related data reports and metrics- Analyzes ITRAC data pertaining to various aspects of import / export processes to identity issues, trends, and statistics; communicates results to applicable business unitsTraining:- Manages development, design, implementation, and oversight of Customs Compliance training programs- Assists in monitoring Customs Compliance training programs, as directedAuditing:- Manages development, design, implementation, and oversight of Customs Compliance audit process- Participates in / conducts Customs Compliance audits- Participates in reviewing Customs Compliance audit results and reporting to appropriate management- Reviews / audits HTS classificationsAdministration:- Reviews, researches, processes, responds to government agency / legal / external inquiries and requests- Oversees / fulfills internal requests for required Customs compliance supplies, required notices, forms, and other documents- Interacts / communicates with government agencies related to Customs and Customs Brokers- Maintains current Customs bond types and Customs Brokers' powers of attorney- Prepares / files protests, binding rulings, and post summary corrections with U.S. Customs; executes amended entry filings- Executes Customs clearances- Prepares / reviews / submits applications for import licenses, permits, and other government agency requests- Works closely with H-E-B Mexico's Department of Commerce team in Monterrey, Mexico; communicates tariff rail rates from Union Pacific / Canadian Pacific Railroads to the H-E-B Mexico teamWhat is your background?- Bachelor's degree in international business, logistics / transportation, or business- 6 years of experience managing information required by U.S. Customs- Experience working with H-E-B systems and related support systems- Customs Broker license, or willingness to obtain licenseDo you have what it takes to be a fit as a Customs Compliance Manager at H-E-B?- Extensive knowledge of U.S. Customs Trade compliance regulations- Working knowledge of general office equipment- Good written and verbal and communication skills- Basic project management skills- H-E-B administrative and organization skills- Computer skills- Language skills; Bilingual in Spanish preferred- Ability to deal with ambiguityCan you...- Function in a fast-paced, retail, office environment- Occasional travel by car or airplane with overnight, international stays- Sit for extended periods of time03-2017
