Class Summary

Job Description

Gwinnett County is seeking a proven leader to serve as its next Building Division Director in the Department of Planning and Development. This position provides strategic, managerial, and technical direction to the Building Division, which is responsible for reviewing plans and conducting inspections to ensure buildings and structures conform with applicable building and construction codes. The Division Director will be part of the department’s leadership team and will consistently work to maintain a positive and inclusive culture on the team. The Division Director will also demonstrate an innovative, solution-oriented approach that supports implementation of the County’s adopted plans and strategic priorities.

Essential Duties

  • Manages the daily operations and activities of the Building Division, which is responsible for reviewing plans and conducting inspections to ensure buildings and structures conform with applicable building and construction codes.
  • Interprets code, recommends code amendments to reflect industry trends and address emerging issues, and monitors amendments to State codes.
  • Coordinates across divisions and departments on resident concerns, building, development, and special projects.
  • Attends meetings and presents to internal and external stakeholders such as the Development Advisory Committee and Atlanta Homebuilders Association.
  • Manages, reviews, and participates in the collection and processing of data and information; prepares and reviews a variety of related reports, statements, and communications; audits a variety of data for quality control purposes.
  • Coordinates tracking and resolution of complaint cases investigations from the general public, department leadership, County departments, and other internal and external stakeholders.
  • Leads special projects such as technology enhancements, and the developing and updating of standard operating procedures and training materials.
  • Monitors Division performance metrics to evaluate effectiveness, responsiveness, and customer service outcomes.
  • Manages budget development and administration for the Division, allocates resources, approves expenditures, and reviews financial statements.
  • Oversees recruitment, training, coaching, mentoring, and performance evaluation of Division staff.
  • Promotes a culture of innovation, collaboration, continuous improvement, and accountability, in support of the department’s workplace culture.
  • Performs other related duties as assigned.

Grade

The grade for this position is 303.

This position is eligible for the Employee Referral Program.

Public Speaking Duties

  • Presenting to Board of Construction Adjustments and Appeals

Minimum Qualifications

  • Bachelor’s Degree in Architecture, Engineering, Construction Management or a related field AND
  • Nine years of progressively responsible experience in architecture, construction project management, plan review, or inspections, to include three years of supervisory experience.
  • Thorough understanding of building and construction codes.
  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above

Preferred Qualifications In Addition To The Above Minimum Qualifications

  • Five (5) years supervisory experience.
  • Experience leading a building construction project from inception to completion
