JOB TITLE: Director of Federal Programs, Compliance, and Strategic Initiatives (12 month – 240 days)
RESPONSIBLE TO: Superintendent and Assistant Superintendent
JOB GOAL: To provide leadership and coordination for the district’s federal programs, compliance monitoring, accreditation processes, and strategic initiatives. This position supports district leadership in ensuring compliance with local, state, and federal regulations, coordinating systemwide planning and accountability processes, and assisting schools in implementing programs and initiatives that promote continuous improvement and student success.
MINIMUM QUALIFICATIONS:
- Master’s degree from an accredited institution in educational leadership, administration, or a related field required; Doctorate preferred.
- Minimum of five (5) years of experience as a school principal preferred.
- Valid Alabama certification in administration/supervision.
- Knowledge of federal education programs, compliance monitoring, and accreditation processes.
- Strong organizational, analytical, and problem-solving skills.
- Ability to analyze data and prepare reports to support district decision-making.
- Excellent communication, collaboration, and interpersonal skills.
- Ability to effectively and professionally manage sensitive and confidential information.
- Ability to use technology to communicate, analyze data, and produce required reports and documentation.
- Ability to work effectively with administrators, teachers, staff, and external agencies.
- Ability to maintain regular and punctual attendance.
- Such alternatives to the above qualifications as the Board may require.
DUTIES AND RESPONSIBILITIES:
Federal Programs
- Provide leadership and oversight, in collaboration with other district administrators, for the district’s Federal Programs, ensuring compliance with all local, state, and federal regulations.
- Coordinate implementation of programs serving Migrant, Immigrant, Homeless, and Foster students.
- Supervise the planning, development, and submission of federal program budgets through the e-Gap platform in collaboration with district leadership and school administrators.
- Monitor Title I and other federal program budgets to ensure expenditures comply with applicable guidelines.
- Assist with program evaluations, strategic planning, and required reporting for federal programs.
- Provide guidance and support to administrators, teachers, and staff regarding federal program requirements and best practices.
- Assist schools with development and implementation of Title I plans, improvement plans, and other federally funded initiatives.
Compliance Monitoring
- Coordinate district compliance monitoring processes to ensure adherence to federal and state requirements and prepare the district for Alabama State Department of Education (ALSDE) monitoring reviews.
- Manage required self-assessments, assurances, and documentation submissions related to compliance monitoring annually.
- Maintain documentation and records necessary to demonstrate compliance with federal grant and program requirements.
- Serve as the district liaison during state monitoring reviews and coordinate responses to findings, including development and implementation of corrective action plans.
Accreditation and Continuous Improvement
- Coordinate district activities related to accreditation and reaccreditation.
- Facilitate systemwide self-assessment and continuous improvement planning aligned with accreditation standards.
- Ensure required documentation and evidence of compliance are maintained for accreditation reviews.
- Prepare schools and district leadership for external accreditation visits and monitor progress on required follow-up actions.
Policy Development and District Documentation
- Assist with reviewing and researching district policies to ensure alignment with local, state, and federal regulations.
- Assist with developing and revising district procedures, operational guidelines, and system documentation to support implementation of board policies and district initiatives.
Certification and Contract Support
- Monitor and maintain teacher certification records to ensure staff meet state certification requirements; assist administrators and teachers with certification-related inquiries, certificate renewals, and verification of appropriate teacher assignments to ensure compliance with scheduling requirements and prevent out-of-field placements.
- Coordinate administration of TEAMS contracts, including issuing applications, verifying certification and assignments, monitoring progress toward National Board Certification or other advanced credentialing requirements, and assisting administrators in ensuring compliance with required professional development and contract provisions.
Personnel and Operational Support
- Oversee the district’s substitute services process, including coordination of substitute applications, verification of background checks and certification requirements, and submission of documentation to Human Resources.
- Coordinate placement of long-term substitutes for leaves of absence and vacancies and provide support to schools regarding substitute-related personnel matters.
- Support documentation and coordination related to on-the-job injuries and workers’ compensation claims.
District Initiatives and Projects
- Support the planning and implementation of district special events, initiatives, and systemwide projects as assigned.
- Collaborate with district leadership and school administrators to support strategic initiatives and operational priorities.
- Conduct data analysis and prepare reports and presentations to support district initiatives, program evaluation, and decision-making.
- Perform other duties as assigned by the Superintendent.
