Under supervision of the Operations Manager, and Airport Director, coordinates use of airport
facilities in accordance with established policies and procedures. Maintains airport compliance with
Federal Aviation Regulation (FAR) Part 139, Transportation Security Regulation (TSR) Part 1542 and
all other applicable statutes, regulations and requirements and provides for the safety and security of
all airport users. Represents airport during assigned shift. Position works well within a team and
supports the goals, mission, and vision of the Gulf Shores International Airport to provide world-class
customer service.
Oversees all airport operations during assigned shift, to provide for the safety
and security of the public, tenants, and airport staff.


Ensures that all airport operations comply with FAR Parts 77 and 139, TSR
Part 1542, and other applicable federal, state and local statutes and
regulations.


Ensures tenant compliance with lease and operating permit requirements.

Ensures contractor compliance with safety and security provisions of contract
documents and applicable regulations through direction and/or enforcement.


Assists in coordinating and monitoring airport construction activities.

Performs administrative functions such as answering telephones, filing
reports, and performing office work and fingerprinting.



Documents adherence to policies and procedures and reports violations and
suspected violations through incident reports.

Conducts periodic, daily and as necessary continuous inspections of runways,
taxiways and other airport facilities to identify and document damage,
deterioration, debris, and other unsafe or non-compliant conditions.

Education and Experience:
 Bachelor's degree from an accredited institution in Aviation Management, Aviation Science,
Business Administration, or other relevant field combined with experience in airport operations
or administration, or an equivalent combination of education, training and experience.
Candidate must be able to pass required FBI fingerprint-based criminal history record check in
addition to pre-hire and random drug and alcohol screenings.

Licenses and Certifications:
 Necessary: Valid Driver’s License
IMPORTANT JOB FUNCTIONS:

 Coordinates use of airport facilities be air carrier, air cargo, military and charter aircraft
operators.
Trains and tests airport employees on movement area operating procedures.
 Monitors and ensures safe vehicle operations on movement and non-movement areas.
 Perform fingerprinting duties to support badging program.
Assumes primary responsibility for wildlife control procedures and ensures compliance with
the Authority’s Wildlife Hazard Management Plan and applicable state and federal regulations.
Closes or places restrictions on airport operating areas to ensure operational safety.
Position represents airport authority in absence of management.
Coordinates safety and security measures with airport tenants, the Federal Aviation
Administration (FAA), Transportation Security Administration (TSA), and state and county
public safety and emergency response agencies.
Issues notices to air missions (NOTAMs) to report all conditions that impact safe operations of
aircraft and ensures that they are promptly communicated to the FAA, air carriers and other
airport users.
Assists in planning and coordinating use of facilities for dignitary visits and other special
events.
Enforces compliance with the airport rules and regulations and the airport security program.
Performs other duties as assigned, with potential to perform ARFF firefighting duties.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough working knowledge of FAR Part 139, Part TSR 1542 and all other federal, state and
local rules, regulations, standards and requirements governing air traffic, commercial and
general aviation, airport safety and security, airport and movement area operating and
maintenance standards, and other relevant matters.
Thorough working knowledge of the practices and principles of airport administration,
operations, security and airfield maintenance.
Comfortable communicating on radios with Air Traffic Control and other agencies.
Working knowledge of building, grounds and airfield inspection practices and principles.
Working knowledge of word-processing, spreadsheet and data base applications software
required to collect, compile, analyze and report data.
Good English language usage skills, including spelling, punctuation, grammar and
construction.
Candidate has a “can-do” attitude and works well within a team and takes initiatives on new
projects and take on new tasks.
Must be willing and able to perform a breadth and variety of different airport duties and special
projects.

 Ability to establish and maintain professional and effective working relationships with
Authority and other airport employees, representatives of other agencies and the public.
Ability to interact positively and professionally with tenants, contractors, subcontractor
employees, passengers, cargo shippers, community representatives and members of the
general public from widely diverse cultural and socio-economic backgrounds.
Ability to establish and maintain effective working relationships.
Ability to multitask and prioritize scenarios.

Working Conditions:
Work is performed both indoors and outdoors.
Work is performed in a variety of weather conditions with exposure to outdoor elements.
Safely and effectively performs required duties and safely operates Airport Authority vehicles
and equipment.
Clearly, concisely, and effectively communicates in person and over both the telephone and
aviation radios.
Duties require working shifts including mornings, nights, weekends, holidays, on call, and/or
being available to respond to a variety of airfield problems and situations.
Work is performed part of the time working in an environment where errors on this job can
lead to significant physical or mental consequences for self or others.
The following physical abilities are required to perform the work asked of this position:
Must be able to lift 100 pounds occasionally with assistance, 50 pounds regularly without
assistance, and push, pull, twist, reach and bend.

Crouching- bending body forward by bending leg, spine.
Feeling – perceiving attributes of objects by touch with skin, fingertips.

Hearing 2 – receive detailed information, make discrimination in sound.
Kneeling – bending legs at the knee to come to rest at knees.

Lifting – raising objects from lower to higher position, moving objects side to side, using upper
extremities, back.

 Manual Dexterity – picking, pinching, typing, working with fingers rather than hand.
Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning.
Pulling – use upper extremities to except force, haul or tug.
Pushing – use upper extremities to press against objects with force, or thrust toward,
downward, or outward.
Reaching – extending hands or arms in any direction.
Repetitive Motion – substantial movements of wrists, hands, fingers.
Speaking – expressing ideas with spoken word, convey detailed, important instructions
accurately, concisely.
Standing – for sustained periods of time.
Stooping – bending body downward, forward at waist, with full motion
Talking 1- expressing ideas by spoken word.
Talking 2 – shouting to be heard above ambient noise.
Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
Visual Acuity 2 - color, depth perception, field of vision.
Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
Visual Acuity 4 - operate motor vehicles, heavy equipment.
Visual Acuity 5 – close acuity for inspection of small defects, machines, use of measurement
devices, or fabricated parts.
Walking - on foot to accomplish tasks, long distances, or site to site.
