This position is responsible for the management and oversight of one of two child welfare programs, Child Safety or Permanence, within the Department of Social Services to ensure these programs meet the needs of vulnerable children and families.
DISTINGUISHING FEATURES OF THE CLASS
The Program Administrator is responsible for the strategic oversight and management of one of two child welfare programs within the Department of Social Services. This position ensures that programs meet the needs of vulnerable children and families while complying with all federal, state, and local regulations. The Program Administrator supervises a team of Program Managers, providing direction, support, and guidance to ensure the effective delivery of services and achievement of program goals.DUTIES
- Lead, mentor, and supervise a team of Program Managers to ensure the effective implementation of child welfare programs
- Provide strategic direction and foster a collaborative work environment that promotes innovation and high-quality service delivery
- Oversee daily operations of a child welfare program
- Ensure compliance with relevant regulations and guidelines
- Monitor program performance and evaluates outcomes
- Collaborate with SSV Division Director to develop and implement policies and procedures to ensure program effectiveness
- Ensure compliance with state and federal mandates
- Build and maintain strong working relationships with external stakeholders, including government agencies, community organizations, and other partners
- Ensure coordinated and effective service delivery to children and families in need
- Prepare and submit reports on program performance, outcomes, and activities for internal and external stakeholders
- Assist in managing program budgets, including budget development, monitoring expenditures, and ensuring programs operate within budgetary constraints
Program Administrator – Child Safety
- Ensure prompt and thorough investigations of child abuse and neglect reports
- Manage challenges such as meeting state standards and coordinating with community partners in order to strengthen and prioritize child safety while balancing the goal of family preservation when appropriate
- Assist in developing processes that uphold agency compliance with state and federal mandates, ensuring the highest standards of protection and care for children
Program Administrator - Permanence
- Manage challenges within the foster care system, including addressing foster family shortages and improving the quality of foster placements
- Lead collaborative efforts with courts and external partners to enhance permanency outcomes for foster youth
- Contribute to the development of processes that ensure the agency’s compliance with state and federal mandates, prioritizing stability and long-term placement for children in care
MINIMUM QUALIFICATIONS:
Master's degree from an accredited school of social work, counseling, or a related field and four years of social work experience or counseling experience, three of which were in a supervisory capacity
Bachelor's degree from an accredited school of social work and five years of social work or counseling experience, three of which were in a supervisory capacity
An equivalent combination of education and related experience that demonstrates the ability to successfully perform the essential duties of the position.
PREFERRED QUALIFICATIONS:
Significant experience in child welfare at the state or county public agency level.
Candidate must reside within a two-hour driving radius of Guilford County to be considered for employment.
Transcripts are required. Copy of transcript must be submitted with application for consideration. Official college transcripts required at time of hire.
Physical Demands
Work is primarily sedentary and performed in an office environment. With or without reasonable accommodation, work generally involves walking, standing, and lifting up to 25 lbs. Travel may be expected up to 25% of the time.

May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
