GENERAL STATEMENT OF DUTIES

The Emergency Services Manager is responsible for overseeing the provision of emergency medical services within Guilford County. This role includes planning, organizing, and supporting the operations of the Department of Emergency Services (ES). The position aims to maintain service excellence, promote employee well-being, and ensure fiscal responsibility. The Emergency Services Manager may be required to perform complex tasks across various operational areas as departmental needs arise.


This is an on-call position. All ES Managers must maintain on-call status and reside within Guilford County or within five (5) miles or ten (10) minutes of the county line.


DISTINGUISHING FEATURES OF THE CLASS

The Emergency Services Manager oversees and supports operations across all divisions within Guilford County Emergency Services, including Emergency Medical Services, the Fire Marshal’s Office, Fire Operations, and Emergency Management. This role may involve providing on-scene emergency response during multi-hazard incidents. The EMS Manager must have the expertise to deliver immediate support, assist in coordinating county-wide mitigation efforts, and manage disaster scenes effectively.

DUTIES AND RESPONSIBLITIES


Essential duties and responsibilities include, but are not limited to:

Capital and Inventory (Logistics):


  • Budget Management: Assist in developing and maintaining the department budget. Calculate departmental needs and prepare justifications for purchases. Monitor expenditures, encumbered funds, and line-item balances to ensure fiscal accountability.
  • Procurement and Inventory Management: Manage purchasing activities, including acquiring equipment, medical supplies, uniforms, and capital assets. Develop just-in-time (JIT) processes to streamline supply chain operations and reduce waste. Maintain accurate records of fixed assets and inventory.
  • Fleet and Facilities Management: Oversee the purchasing, maintenance, repair, and replacement of all Emergency Services (ES) vehicles. Manage vehicle operations to ensure safety, reliability, and compliance with regulations. Implement a comprehensive vehicle maintenance program to extend the life of fleet assets. Supervise the maintenance and repair of facilities and capital equipment.
  • Vendor and Subcontractor Management: Manage relationships with vendors and subcontractors to ensure service quality and cost-effectiveness. Monitor vendor performance and resolve service issues. Negotiate contracts and manage service-level agreements.
  • Loss Control: Promote and enforce accountable operations and maintenance practices. Implement loss control measures to reduce supply and equipment loss.
  • Tower Sites and Communications Infrastructure: Coordinate maintenance and repair of tower sites and related infrastructure to ensure continuous operations. Maintain vendor relationships for communications equipment servicing and repairs.

RECRUITMENT STANDARDS

Knowledge, Skills and Abilities:

  • Knowledge:
    1. Comprehensive understanding of EMS operations, emergency response protocols, and software platforms (e.g., ePCR, CAD, and scheduling software).
    2. Knowledge of federal, state, and local EMS regulations that are applicable to the area of assignment.
    3. Understanding of budgeting, procurement, and financial management.
    4. Knowledge of ES communications systems and technologies.
  • Skills:
    1. Strong leadership and team management skills.
    2. Effective verbal and written communication abilities.
    3. Analytical and problem-solving skills with attention to detail.
    4. Proficiency in ES software systems, data analytics, and Microsoft Office Suite.
    5. Skilled in conflict resolution and crisis management.
    6. Ability to design and deliver effective training programs.
    7. Negotiation skills for managing contracts and vendor relationships.
  • Abilities:
    1. Ability to develop and implement strategic plans and operational policies.
    2. Capacity to manage multiple projects and set priorities effectively.
    3. Ability to make sound decisions under pressure.
    4. Capability to collaborate with cross-functional teams and community partners.
    5. Ability to maintain confidentiality and manage sensitive information.
    6. Strong public speaking skills.
    7. Ability to analyze data and use insights for performance improvement.


MINIMUM QUALIFICATIONS

Bachelor’s Degree AND five years of Emergency Services experience, including four years working as a Paramedic 

OR

 associate degree AND seven years of EMS experience, including four or more years working as a Paramedic.  


Current driver’s license required.

 

Preferred Qualifications:

At least 3 years of supervisory experience


Special Requirements: 

Must obtain within one year, provider certification as NC-Paramedic, Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Trauma Management (PHTLS, BTLS, ITLS, or Equivalent), NC Class B Operator’s License, ICS 100, 200, 300, 400, and 700.  Other credentials as needed to perform within assigned functional areas.

Additional Requirements:

This is an “On-call” staff position.  All ES Managers are in an “On-call” status and must be a resident of Guilford County or live within five (5) miles or ten (10) minutes of the Guilford County line.

Physical Demands and Work Conditions
An employee in this position must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.  The employee must be able to perform medium work exerting in excess of 50 pounds of force occasionally, and/or in excess of 20 pounds of force frequently, and/or in excess of 10 pound of force constantly to move objects.

Driving is Essential
Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business.  Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.

Salary : $72,425 - $90,521
