GENERAL STATEMENT OF DUTIES

This position supports the director in operational and strategic initiatives and supports the mission of Internal Audit by focusing on all aspects of quality and on the development of new auditors.

DISTINGUISHING FEATURES OF THE CLASS

Responsible for supporting the Internal Audit Director in managing the audit function and acts in a lead capacity in the absence of the Director. Assists in the determination of whether County operations are performing in an effective and efficient manner, in compliance with applicable laws, policies and regulations and are meeting reasonably established goals and objectives. Supervises the work and activities of Analysts and Interns. Work requires the exercise of considerable independent judgement and initiative. Work is performed under the general supervision and direction of the Internal Audit Director and is reviewed through written reports and periodic conferences.

Duties And Responsibilities

Essential duties and responsibilities include, but are not limited to:

  • Participates as a team lead and team member on audits and investigations.
  • Leads and satisfactorily concludes complex audits (e.g., the Single Audit).
  • Assists the Director with the overall administration, supervision and operation of the department (e.g., staff assignments, department budget).
  • Assists the Director on and participation in:
    • Performing the annual risk assessment
    • Scheduling of audits, and
    • Championing consulting work
  • Leads the internal audit department's quality assurance efforts including reviewing work papers, audit reports, etc. where internal audit policies & practices need to be changed and/or strengthened.
  • Plans, supervises and evaluates the work and activities of assigned staff; makes work assignments and determines the priority of audits and evaluations.
  • Supervises the Audit Analyst position; leads the departmental intern program including recruitment and supervision.
  • Supports the Director as needed and participates in management functions as determined by the Director.
  • Assists the Director with departmental annual and multi-year strategic planning.
  • Performs related duties as required.
RECRUITMENT STANDARDS

Knowledge, Skills And Abilities

  • Considerable knowledge of generally acceptable accounting and auditing standards, procedures, theories, and practices particularly as they relate to local governmental units.
  • Considerable knowledge of laws and regulations pertaining to governmental financial operations.
  • Considerable knowledge of County policies and operational procedures.
  • Knowledge of the principles and practices of public administration and County government operations.
  • Ability to supervise professional and technical staff.
  • Ability to plan and organize work programs, to establish program priorities and to schedule regular and special audits and evaluations.
  • Ability to establish and maintain effective working relationships with all employees and officials of the County and other agencies.
  • Ability to prepare clear and concise reports and to express oneself in oral and written form in a clear and concise manner.

Typical Qualifications

Minimum Qualifications

  • Graduation from a four-year college or university with a degree in accounting, finance, business, or economics and ten years of experience in auditing, with five years in local government.
  • An active certification in one or more of the following: Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Government Auditing Professional (CGAP), Certified Management Auditor (CMA), and/or Certified Fraud Examiner (CFE). Consideration will be given for alternate certifications, e.g., Chartered Accountant.

Preferred Qualifications

  • Ten years of experience in governmental auditing.
  • Working knowledge of information technology and related audit concepts.
  • Working knowledge of data analytics.
  • Working knowledge of artificial intelligence, including auditing concepts.

Supplemental Information

This position currently has a hybrid/flexible schedule. There will be instances where travel to Greensboro may be required; this travel will not normally be reimbursed. At its discretion in the future the County may require the individual to work from a County Office located within Guilford County.

Physical Demands and Work Conditions

Must be able to physically perform the basic life operational functions of standing, walking, pushing, pulling, lifting, fingering, grasping, talking, and hearing. Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Must possess the visual acuity to prepare data and statistics, operate a computer terminal and audio-visual equipment, and do extensive reading. Some positions in this class require the operation of a motor vehicle to go to various agency sites and locations.

May Require Driving

This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.

If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
