DUTIES AND RESPONSIBILITIES
Essential Duties and Tasks
- Assigns work to eligibility specialists and reviews eligibility forms to assure that all pertinent information is gathered and recorded.
- Coordinates the flow of eligibility work both within the unit and other departments.
- Coordinates staff development functions for employees of the unit; trains and orients new employees.
- Assigns work load to lower-level specialists taking into consideration unit workload requirements and individual abilities of employees.
- Plans and reorganizes the functions of the eligibility program.
- Confers and consults with departmental staff concerning methods and procedures for implementing eligibility services.
- Screen, interviews, and recommends selection of prospective employees.
- Interviews dissatisfied clients; handles special cases as required.
- Performs other duties relative to work described.
Knowledge, Skills, and Abilities
- Thorough knowledge of forms and documents used in determining eligibility.
- Considerable knowledge of the use of Public assistance manuals.
- Considerable knowledge of needs, problems, and attitude of disadvantaged persons.
- Ability to instruct, direct, and supervise lower-level employees performing the eligibility duties, and maintain satisfactory working relationships with applicants, and others contacted within the course of work.
- Ability to communicate effectively with applicants and community agencies to obtain pertinent data and to interpret rules and regulations.
- Ability to represent the eligibility program in departmental meeting and community conferences.
- Ability to present information orally or in written form.
Typical Qualifications
Minimum Qualifications
- Bachelors degree and two years social work or administrative experience in Social Services and at least including at least one year as an eligibility caseworker
- Graduation from high school and four years as an eligibility caseworker, including at least two years in a supervisory capacity
- Must have possession of an appropriate driver's license issued by the State of North Carolina
- A motor vehicle record (MVR), background check, and drug screening will be conducted on candidates considered for positions
- A higher education level may be considered as a substitution for all or part of the experience requirement
Special Qualifications
- Valid NC driver's license
Supplemental Information
Residency Requirement
Candidate must reside within a two-hour driving radius of Guilford County to be considered for employment.
Physical Demands
Must be able to physically perform the basic life operational functions of fingering, grasping, talking, hearing, and repetitive motion. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Must possess the visual acuity to prepare and analyze data, operate a computer terminal, and do extensive reading.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
