Role Description

The Project Manager (PM) is responsible for the full lifecycle execution of multiple federal construction projects, from project award through closeout. Managing budgets, schedules, subcontractors, compliance, and client relationships, the PM ensures that all projects are completed safely, profitably, and in accordance with all contract and quality requirements.


This position requires deep knowledge of federal construction delivery methods including IDIQ, lump-sum, task orders, and fast-track contracts. The ideal candidate brings strong leadership, attention to detail, and the ability to navigate complex federal construction scopes involving secure environments, modular components, and strict compliance protocols.


Key Responsibilities

  • Pre-Construction

-Participate in bid reviews and assist in feasibility assessments and budget validations.

-Work with estimators and operations to develop bid schedules and project startup strategies.

-Coordinate with internal departments to ensure seamless mobilization and kickoff.

  • Construction Management

-Lead day-to-day management of all project phases including buyout, contracting, procurement, and execution.

-Direct subcontractors and self-perform crews to ensure timely and quality delivery of work.

-Manage critical path schedules using Primavera P6 or Microsoft Project, including baseline creation and updates.

-Identify and manage risks, impacts to schedule, and potential changes; lead development of time extension justifications.

-Prepare, track, and negotiate cost proposals and change orders.

-Conduct and document project progress meetings with owners, agencies, and subcontractors.

-Partner with Superintendents, SSHOs, and QCMs to ensure safety, quality, and coordination at the site level.

  • Financial Oversight

-Accurately forecast project cost and revenue projections to meet corporate margin goals.

-Submit monthly pay applications and manage vendor payments in compliance with contract terms.

-Control project budgets and document all financial changes and commitments.

  • Contract & Compliance Management

-Ensure strict compliance with USACE, NAVFAC, and VA contract requirements including EM 385-1-1, RMS/QCS, CQCM, and environmental protocols.

-Maintain complete and auditable documentation throughout the project lifecycle.

-Ensure all aspects of the project meet applicable legal, regulatory, and community standards.

  • Client & Team Leadership

-Serve as the point of contact with owners, subcontractors, and internal stakeholders.

-Build and sustain long-term client relationships through effective communication and performance.

-Mentor and lead project teams, including engineers, superintendents, and support staff.


Qualifications

  • 10 years of project management experience in federal government construction (USACE, NAVFAC, GSA, VA, etc.).
  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field (or equivalent experience).
  • Demonstrated success managing projects up to $10M in value.
  • USACE RMS/QCS system proficiency.
  • Proven ability to manage project financials, cost control, and change orders.
  • EM 385-1-1 and OSHA safety knowledge; USACE CQCM Certification required or obtained within 90 days.
  • Experience with Primavera P6 scheduling (Required).
  • Valid driver’s license, clean driving record, and ability to pass federal security clearances.


Salary : $90,000 - $150,000
