SUMMARY
This position is responsible for the supervision, maintenance, and repair of the electrical components that support our Plant and SCADA infrastructure. Areas of support include GBRA’s programmable logic controllers (PLCs), supervisory control and data acquisition systems (SCADA), communication radios, all electrical/electronic equipment associated with the hydroelectric, water delivery, water treatment and treatment systems, wastewater treatment, wastewater collection and recreation systems within GBRA. This position is responsible for working on electrical power generation equipment, transfer switches, and high voltage lines in hydroelectric generation plants, substations and transmission lines. In addition, this supervisor position will manage, direct, and assign work to the Electrical Instrumentation Technicians.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provide trouble-shooting, maintenance, and advanced repair procedures on the following equipment:
- Remote supervisory control equipment for all Divisions.
- Electrical controls that may be associated with pneumatic, hydraulic, or mechanical for all Divisions.
- Resistance, continuity, and voltage checks for all electric motors in all Divisions. Shaft alignment, bearing, and heating problems shall be reported to the appropriate Maintenance Supervisor or Chief Operator when noted.
- Calibration and adjustment of electrical components for pressure, flow, or level indication devices, chemical feed equipment, and similar devices. Coordination with service representatives and Chief Operators to affect necessary repairs.
- Connection of all high voltage and low voltage leads.
- Cathodic protection equipment.
- All assigned electrical test equipment.
- Perform scheduled preventive maintenance, inspections, and tests on electrical power generation equipment, transformers, circuit breakers, ground grids, pumps, motors, protective relay devices, meters, batteries, PLCs, SCADA systems, switchgear, and all associated equipment.
- Maintain detailed documentation of preventive maintenance, inspections, and tests.
- Account for assigned tools and equipment.
- Assist with training E/I Techs.
- Perform all work in a safe manner as required in the safety manual. Use appropriate test procedures to verify equipment is de-energized. Always use grounds and the lock out-tag out procedure before beginning work. Assist other employees in developing safe work habits, especially pertaining to electrical equipment.
- Provide input into the electrical design portions of plans and specifications for construction projects as requested by E/I Manager.
- Provide input to E/I Manager during the development of the work plan and annual budgets.
- Make recommendations to the E/I Manager for major repairs or improvements and or tools that need to be purchased.
- Attend service schools or seminars and reviewing current literature in order to stay abreast of new developments.
- Perform any additional duties as assigned by the Electrical/Instrumentation Manager, the Deputy Division Manager, or the Division Managers.
Requirements
KNOWLEDGE/SKILLS/ABILITIES
- Communicate effectively with supervisors, technicians, engineers and trainees to provide and obtain needed information and instructions.
- Read, understand and explain safety data sheets, instructions and labels, etc.
- Be knowledgeable of the policies and procedures relating to electrical safety.
- Have a sound working knowledge of electrical and control equipment principles and practices, substations, PLCs, and SCADA systems.
- Be able to work in a team environment.
- Possess basic computer skills. Be able to enter data. Be able to use programs needed to setup and make setting changes to electronic equipment and SCADA systems.
- Work weekends and nights when needed and respond with minimum delay to callouts and emergency situations. Analyze and understand complex electrical/electronic circuit plan drawings.
EDUCATION
High School diploma or equivalent.
REGISTRATIONS/LICENSES
1. Texas Driver’s License (Commercial Driver’s License is highly desirable)
2. Acceptable M.V.R.
3. Minimum of apprentice licenses with the ability to obtain journeyman license within two years.
EXPERIENCE
Minimum of two years of electrical/electronic technical training and a minimum of eight years’ experience working with electrical power, electrical power generation equipment, substations, and/or electronic equipment including SCADA systems or ten years’ experience working with electrical power, electrical power generation equipment, substations, and/or electronic equipment including SCADA systems.
The permanent residence for employees must be such that roadway travel time from their place of residence to 4775 South Cranes Mill Road New Braunfels, TX 78132 is within 45 minutes. This response time must be achieved without violating speed limit laws.
PHYSICAL DEMANDS

Employees must wear protective footwear in compliance with ANSI or ASTM standard. New employees are provided footwear in compliance with ANSI or ASTM standard. Replacement footwear is provided annually for qualifying employees.
WORK ENVIRONMENT
People in this position work out of the electrical/instrumentation shop at 4775 South Cranes Mill Road New Braunfels, TX 78132 and travel throughout the Guadalupe River basin to repair and maintain electrical/electronic, control, and SCADA equipment located at all GBRA facilities. Work is approximately seventy (70) percent indoor and thirty (30) percent outdoor and is performed in electrical power plants, electrical substations, spillway operating piers, pump stations, water treatment plants, lift stations and wastewater treatment plants. They may be required to assist in repairing high voltage power lines as well. Persons in this position are subject to call at any time and under all weather conditions.
TRAVEL
Overnight travel mainly limited to meetings, training and/or schools.
