About the Team The External Affairs team is part of the GSMA Advocacy Department. We act on behalf of the mobile industry to maximize its impact on economies and societies through global initiatives. By doing so, we help position the mobile industry as a critical partner for digital transformation and attract the right relationships with international organizations, public and private partners around the world. For more information on our activities, please visit: https://www.gsma.com/betterfuture/ About the Role We are looking for a public policy and advocacy specialist who can support our engagement and collaboration with international institutions. The Manager, International Relations will report directly into the Director of International Relations and be part of a small team that develops and manages the GSMA’s central relationships with international, multilateral and multistakeholder organizations. The role will enhance the work of the External Affairs team by generating opportunities for GSMA to influence stakeholders within the international community, whether it is on core policy issues or to advance the industry contribution to address global challenges – as outlined by our industry purpose “Connect Everyone and Everything to a Better Future”. Your Responsibilities will include: Support the GSMA engagement with a wide range of multilateral organizations, including the UN, ITU, OECD, World Bank, G20 etc. Monitor international policy priorities relevant to the mobile sector and work to develop policy briefings and strategies to address those. Support GSMA policy campaigns for global ITU conferences including the World Telecommunications Development Conferences, the World Telecommunications Standardization Assemblies and ITU Plenipotentiaries. This includes liaison with mobile operator members to monitor Member States’ evolving positions and to develop industry policy positions and negotiating strategies. Identify opportunities to position the positive societal impact of the mobile industry with relevant multi-stakeholder initiatives – whether it is on the SDGs, climate, gender, digital inclusion, infrastructure investment. Participate as required in specific intergovernmental organizations’ working groups and regional meetings, contributing GSMA responses to consultations and input into research and policy development. Identify and secure opportunities for the GSMA and mobile industry leaders to engage at high level in global institutional events. About You You have demonstrable experience working on international public policy and regulatory issues affecting the ICT sector and/or the mobile industry specifically. You have been successful in developing relationships with government officials, ideally with prior experience participating in a complex multilateral environment. You will have a solid understanding of the functioning of multilateral organizations, inside and outside the UN umbrella. You can demonstrate knowledge of the UN Sustainable Development Goals. You are comfortable developing engagement strategies with external partners and mobile operator representatives. You are a strong communicator and an excellent writer (a sample of writing will be required). Other expectations of the candidate Willingness to travel internationally when the role requires. Flexibility and a can-do attitude; a strong team player who is able to collaborate in a matrix environment. Patience, resilience and perseverance in challenging negotiation situations. Capabilities: You have a Bachelor’s degree (minimum) in International Relations, Public Policy or related field. You have at least 3 years of professional experience in government affairs, public policy. Experience in influencing technology policy will be considered an additional benefit.
