Summary

As a Quality Engineer, you will perform a variety of technical, administrative, and programmatic analyses of supplier industrial processes.

Location of position: GSA; Federal Acquisition Service (FAS); Office of Shared Services Delivery; Office of Fleet Management; Fleet Supplier Service Center; Supplier Management and Compliance Division.

Duties

Position can be filled in any of the following locations: Atlanta, GA; Chicago, IL; Ft. Worth, TX; Kansas City, MO

You will perform the following duties:

  • Assesses, reviews, analyzes, and monitors contractor performance via onsite evaluation of contractor systems, processes, procedures, products, and records.
  • Participates in and independently plans, schedules, and conducts pre-award assessment conferences with prospective contractors (bidders) for the purpose of evaluating bidder understanding of requirements and obligations and the bidders' ability to effectively meet the requirements of the solicitation. Provides contracting officers with timely, complete, and accurate assessments of bidder capabilities in detailed written analyses/reports of findings and recommendations regarding potential successful performance in the event of awards.
  • Interacts with various agency portfolio, management, and contracting personnel nationwide. Performs onsite visits to assigned contractor locations within a defined geographic area. Supports contractor performance in support of GSA Fleet and agency Multiple Award Schedule (MAS) automotive procurement programs and to identify and mitigate potential contractual and supply chain risks.
  • Performs regularly scheduled reviews of contractors utilizing a variety of auditing methods and techniques to analyze and assess Compliance to contract and order requirements.
  • Plans, prepares, participates in, and/or conducts formal or informal briefings/presentations and other customer interactions to communicate technical, quality, reliability, and product support capabilities offered by FAS; resolve technical problems; champion customer technical requirements and needs; and develop techniques and procedures designed to enhance customer service.

If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Have a valid driver's license
  • This position includes the requirement for the FAC-COR certification which mandates that the incumbent obtain and maintain the FAC-COR certification within 2 years.
  • In addition to a conventional Federal building/office setting, work sites, on occasion, may include warehouses, federal prisons, military installations, testing laboratories and supplier manufacturing and storage areas, under a variety of climatic conditions. Assignments require visits to manufacturing and other industrial areas involving moderate risks or discomforts, including exposure to dangerous production processes, equipment and machinery; in these instances, the mandatory use of protective eyewear and safety equipment will be required.

The GS-12 salary range starts at $90,968.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is experience performing a variety of technical, administrative, and programmatic analyses of industrial processes and quality assurance activities in the automotive industry to include:

  • Performing onsite evaluation of contractor systems and processes to make recommendations of root cause analysis and/or corrective action responses to foster continuous improvement in supply chain.
  • Performing quality assurance reviews to ensure the design intent is reflected in the final production of contracted items (such as commercial and non-standard automotive vehicles).
  • Preparing pre-award report (PAR) after conducting pre-award assessment with prospective contractors (bidders) to support the initiation of formal contractual actions.
  • Analyzing supplier performance and contract compliance to report technical recommendations to senior leadership.
