Summary

As an Equipment Specialist, you will act as a front-line monitor to assess the overall efficiency of the national vehicle maintenance program.

Location of position: General Services Administration, Federal Acquisition Service, Location Negotiable After Selection

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

As an Equipment Specialist, you will perform the following duties:

Duties at the GS-09 Grade Level

  • Serve as a primary point of contact (POC) for the Maintenance Control Center (MCC) and exercise judgment to provide and gather factual and procedural information and data; answer questions from Fleet personnel, customers and vendors; identify problem areas/customer complaints and monitor and coordinate required vehicle repairs and maintenance activities.
  • Review commercial estimates to determine cost effectiveness of work proposed. Ensure that repair estimates from GSA contractors are in accordance with contract requirements and industry standards.
  • Coordinate new tire purchases from vendors to ensure compliance when applicable with the national tire contracts. Coordinate with the vehicle manufacturers' technical representatives to obtain all warranted repairs at minimum or no cost to the Government, discussing repairs seemingly more costly than market value with the team leader/supervisor to determine further resolution.
  • Provide quality, timely customer assistance by researching program related records, various data system information and customer histories, and interviewing designated contacts, including customer agency representatives to provide follow-up information regarding MCC operations.
  • Verify contractual agreements with government cross-service contractors for repair services and supplies. Ensure compliance with the terms of these contracts and resolve problems concerning the obligations of either the Government or the contractors.


Duties at the GS-11 Grade Level

  • Serve as a primary point of contact (POC) for the Maintenance Control Center (MCC) and exercise judgment in guiding customers and contractors through the process of procuring vehicle maintenance and repairs, providing assistance to resolve identified problems or issues related to vehicle maintenance and the national MCC activity.
  • Make a variety of technical and analytical determinations regarding the nature of the repair, costs associated with or projected for the repair, cost replacements for parts and similar decisions. Apply evaluative methods and techniques concerning the efficiency and effectiveness of MCC operations, with emphasis on the quality and timeliness of support provided through the national program and optimal efficiencies in the repair area.
  • Provide quality, timely customer assistance by researching program related records, various data system information and customer histories, and interviewing designated contacts, including customer agency representatives to provide follow-up information regarding MCC operations. Maintain information on recurring customer complaints, problems and concerns; perform additional research and reviews documentation and determinations related to vehicle repairs to resolve complex technical issues.
  • Negotiate best prices with open market vendors for repair services and supplies. Identify and/or recover money spent on warranty-covered work when for the convenience of the customer or absence of a warranty dealership, an authorized repair results away from a manufacturer's location. Follow through to ensure GSA is reimbursed by the manufacturer for covered work.
  • Receive Automated Call Directory (ACD), direct in calls, and electronic requests for authorization from customer agency representatives, contractors, cross-service Federal agencies, Fleet Management Centers, repair facilities, service writers and vehicle operators concerning vehicle maintenance requirements. As appropriate, discuss vehicle repair needs with Fleet Managers or Service Representatives.

  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable
  • Register with Selective Service if you are a male born after 12/31/1959

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • This position requires the ability to acquire and maintain Fleet Warrant Program Certification, which includes formal training, experience and 12 semester hours of college credit.

Qualifications At The GS-09 Grade Level

The GS-09 salary range starts at $61,111 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is experience gained in the automotive field. This could have been gained working as a skilled auto mechanic, auto repair part sales, service/tech writer or in other automotive fields. This experience must have involved performing the following types of duties: guiding in the process of securing cost-effective vehicle repairs; insuring compliance of contract agreements with contractors for repair services & supplies; evaluating & advising management on customers' complaints about vehicle & vendor performance; determining fairness of repair estimates. OR

Education: Possess a master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD, in a field related to this position. OR

Combination of Education and Experience: Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

Qualifications At The GS-11 Grade Level

The GS-11 salary range starts at $73,939 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is experience gained in the automotive field. This could have been gained working as a skilled auto mechanic, auto repair part sales, service/tech writer or in other automotive fields. This experience involved performing the following types of duties: performing complex analytical work involving gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of a large fleet maintenance center. OR

Education: Possess a Ph.D. or equivalent doctoral degree or have successfully completed 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., in a field related to this position. OR

Combination of Education and Experience: Possess a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.
