Summary

As a Project Manager, you will serve as a Junior Project Manager tasked with executing a diverse range of duties to deliver solutions, services, and products to assigned customers.

Location of position: The position is located within a General Serices Administration (GSA), Federal Acquisition Service, Assisted Acquisition Services (AAS)

We are currently filling eight vacancies, but additional vacancies may be filled as needed.

Duties

  • Serves as a project manager, responsible for delivering solutions, services, and products to assigned customers. Executes a range of analytical, administrative, and client-facing tasks to support the delivery of project management, technical, and financial services to Government clients.
  • Prepares or assists customers with the development of Statements of Work (SOW) or Performance Work Statements (PWS), including but not limited to Information Technology (IT) services, Professional Services (PS), Research and Development (R&D), digital services, operations and maintenance, and managed services requirements. Collaborates with Contracting Officers, providing acquisition solutions to meet agency needs, and demonstrate an understanding of various contract types (Firm-Fixed Price, Labor Hour, Time and Materials, etc.).
  • Provides responsive and targeted technical advice and guidance that considers the client’s needs and financial capacity. Attends meetings with technical and management personnel from client agencies to identify issues and develop solutions, define project scope, categorize tasks to be performed, deliverables, and schedule.
  • Assists in tracking project budgets and contractual spend, ensuring careful planning and allocation of financial resources. Compiles financial data for reports to keep management and stakeholders informed on project expenditures, trends, and forecasts. Adheres to financial regulations, policies, and procedures and ensures they are maintained throughout the project lifecycle.
  • Provides support in managing customer funding by coordinating receipt of customer funds, monitoring and tracking expenditures, and assisting with invoice processing. Helps prepare reports on funding status to support management and customer inquiries. Ensures timely obligation and efficient expenditure of client agency funding. Coordinates the return of surplus, unexpended, and/or expired funding to client agencies. Assists with tracking and actively managing the status of undelivered orders.

  • Meet all eligibility criteria within 30 days of the closing date
  • Meet time-in-grade within 30 days of the closing date, if applicable

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position


Qualifications

The GS-12 salary range starts at $89,508.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is experience managing project assignments, organizing project files and executing deliverables according to project plans. Such experience must include:

  • analyzing solution feasibility (e.g., contract vehicle, contract type, technical evaluation criteria);
  • developing acquisition documentation;
  • reviewing and accepting/rejecting vendor deliverables and invoices (e.g., funds availability, billing); or
  • implementing a system for review, control, and reporting on project status.
