Grossmont seeks a dynamic, culturally responsive and social justice driven expert who understands and can advocate for the needs, hopes, and rights of our students and community members who experience vulnerabilities due to their citizenship status.
Reporting to the Associate Dean of EOPS, CalWORKs, and CARE, the Dream Center Counselor Coordinator shall provide information and strategic guidance to create a safe space; supporting the educational success, onboarding, retention, and educational goal completion of undocumented students. The incumbent achieves this by providing academic, personal, and career counseling for undocumented students, and developing and implementing campus educational programs and services specifically designed to address the needs and challenges unique to undocumented students, while serving as the campus expert of and Liaison to internal and external resources, partnerships, and affiliates, in service to our undocumented student community at Grossmont College.
Working independently under general direction, major duties of the position include, but are not limited to, the following:
Dream Center Coordination

Serves as the AB 1645 UndocuLiaison for Grossmont College, including, but not limited to, being the primary point of contact on campus for undocumented student support, reporting support services to the state, and participating in regional UndocuLiaison meetings.

Develops, designs, and implements programs and services that provide support, advice, and referrals related to various issues and challenges unique to undocumented students

Oversees the creation and organization of programs and services in support of the academic success, retention, and graduation of undocumented students

Creates and conducts assessments of student services and programs with the goals of assisting undocumented students, enriching their campus experience and enhancing their academic success
-
Collaborates with campus departments and programs to create a more inclusive and enriching student experience for undocumented students and to improve outcomes related to the onboarding, retentions, and graduation of undocumented students.

Serves as a subject matter expert pertaining to current and future legislation affecting our undocumented students including" AB 130/131/540, Deferred Action for Childhood Arrivals (DACA), and federal immigration law and policy. Provides appropriate trainings, workshops and resources for administrators, faculty, staff, and students to ensure understanding and compliance

Develops and implements a communication plan to provide potential, incoming, and enrolled undocumented students with timely information on programs, resources, opportunities, events, activities, important timelines, and academic and co-curricular enrichment opportunities

Identifies, cultivates, and maintains relationships with local, regional, and national resources and organizations to establish a network of programs, services, and referrals in support of undocumented students

Assists in developing and monitoring the Dream Center budget.

Develops and maintains a marketing strategy, including web pages, social media, and outreach materials.
- Assists with researching, developing, and maintaining programmatic relevance related to trends and shifts in student demographics; gathers data, maintains databases, and prepares reports related to undocumented students.
Dream Center Counseling
- Provides academic, personal, and career related counseling to prospective, new, and continuing Dream students.

Inform district Guided Pathways work to reflect the experiences of undocumented students.

Assists students identify their educational and career goals and develop abbreviated educational plans and comprehensive educational plans in line with the students stated educational goals.

Interprets university transfer requirements, policies, and procedures

Develops effective assessment tools that assist the college with understanding the specific needs of undocumented students

Facilitates counseling courses and workshops pertaining to career planning, college success, and other personal development courses offered within the Counseling division

Designs and maintains processes to track academic success of student participants
-
Prepares oral and written reports, as needed, related to issues and concerns impacting our undocumented students

Participates in college-wide planning and evaluations processes
-
Participates in all divisional meetings and trainings to assist with maintaining currency in the educational counseling profession
- Other duties as assigned
Minimum Qualifications:
Master's in Counseling, Rehabilitation Counseling, Clinical Psychology, Counseling Psychology, guidance counseling, educational counseling, social work, or career development;
AND
A minimum of six semester units of college course work predominantly relating to ethnic minorities or persons affected by language, social, or economic disadvantages;
OR
Six semester units or equivalent of a college-level counseling practicum or counseling field-work courses in a community college EOPS program dealing predominantly with ethnic minorities or persons affected by language, social, or economic disadvantages;
AND
Two years of occupational experience in work relating to ethnic minorities or persons affected by language, social, or economic disadvantages;
OR
Current California Community College Credential that permits full-time service as an EOPS Counselor;
OR
The equivalent.

- Minimum of two years' experience working as an educational counselor in the California Community College system.
Preferred Qualifications

Knowledge and practice of student development theory, counseling and advising practice, and current trend/issues related to undocumented students in higher education

Experience and knowledge in developing, planning, designing, implementing, and assessing student programs

Demonstrated experience advising students individually and in groups on academic and personal matters

Experience working with students from low-income, traditionally underserved, and traditionally disadvantaged backgrounds

Comprehensive, current knowledge of AB540 and DACA legislation, resources and educational policies, procedures and practices regarding undocumented students

Demonstrated knowledge and understanding about unique issues that impact undocumented, AB540, and DACA students

Experience coordinating events including, conferences, workshops, and trainings

Demonstrated multicultural competence through knowledge, skills, and abilities
- Experience in effective outreach and networking, as well as experience with high impact practices that facilitate access, success, and equity for a diverse student population
