This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month.

Qualifications:

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WG-8800-Aircraft Overhaul Family.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-8800 Aircraft Overhaul Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is: the ability to supervise as an Aircraft Overhaul Inspector Supervisor.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of a wide range of principles, processes, and techniques of aircraft repair, modification, and inspection.
  2. Knowledge of personnel management policies, practices, and procedures, including sexual harassment and EEO/EET.
  3. Knowledge of safety regulations, practices, and procedures. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
  4. Knowledge in using and maintaining a variety of hand and power tools, equipment, and precision measuring and/or test equipment.
  5. Knowledge in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems.
  6. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. Ability to communicate effectively, both orally and in writing.

OTHER SIGNIFICANT FACTS:
  • This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary / permanent duty assignments.
  • The work may require the employee to drive a motor vehicle, such as a tug, light truck, or passenger vehicle. An appropriate, valid driver's license may be required for the position.
  • Work is performed both inside and outside where employee may be exposed to all types of weather conditions. There may be danger of falls from wings, fuselages, and work stands.
  • Performs other related duties as assigned.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Must be able to obtain and maintain a Secret Clearance.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

FUNCTIONAL REQUIREMENTS: Heavy lifting (45-79 pounds). Moderate carrying (15-44 lbs). Hours of straight pulling are 1 hour per week. Hours of pushing is 1 hour per week. Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are 10 hours per week. Hours of crawling are 1 hour per week. Hours of kneeling are 1 hour per week Hours of repeated bending are 3 hours per week. Climbing, use of legs and arms. Both legs required. Operation of crane, truck, tractor, or motor be vehicle may be required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing (with or without aid).

ENVIRONMENTAL FACTORS: Outside and inside (other than normal commuting). Excessive noise, intermittent. Constant noise. Electrical energy. Slippery or uneven walking surface. Working around machinery with moving parts. Working around moving objects or vehicles. Working closely with others.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

The primary purpose of this position is: as an Air Reserve Technician (ART) to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor inspection work in the Quality Assurance Flight. Trains reservist in the accomplishment of tasks set forth herein.

DUTIES:

DUTY 1: Performs work planning responsibilities. Plans use of workers, equipment, facilities, and materials on a daily or by project basis. Adheres to work priorities, project schedules, resources, and detailed work plans established by higher-level supervisors. Follows customary work cycles and sequences in planning work assignments. Tracks and reports progress on work assignments and requests authority to adjust worker assignments and to use overtime, equipment, and materials to meet schedules. Recommends changes to schedules, priorities, and work sequences as necessary and makes minor deviations in procedures or redirects resources under their control to overcome problems such as equipment failure, material delays, or unplanned absences. Confers with supervisors and other appropriate personnel to resolve quality control problems affecting production.

DUTY 2: Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes associated with quality assurance/inspection relative to repair and modification of unit aircraft and/or aircraft systems. Observes work in progress to anticipate and resolve problems, reassigns personnel within group supervised, and coordinates work among workers and other supervisors to maintain work progress to meet schedules. Interprets controversial technical orders and work directives and advises employees of revisions or changes to same. Inspects completed work for quality and work order requirements. Reports possible or actual work delays to superiors.

DUTY 3: Performs administrative responsibilities. Participates with employees in the development of performance plans and recommends them to supervisors. Advises employees of performance expectations. Provides proper guidance and direction, continuous feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments and recommends performance ratings in accordance with regulations. Recommends appropriate recognition and corrective action, as needed, in performance management. Recommends the most suitable applicants for vacant positions. Explains classification determinations to subordinate employees. Recommends restructuring positions when necessary to achieve the most effective and economical utilization of personnel. Recommends training based on needs assessment and mission requirements. Plans work schedules and provide on-the-job training for assigned reservists. Maintains work reports and records relating to section, e.g., progress, production, cost, personnel, equipment, materials, and time and attendance. Assists supervisors in planning overall leave schedule.

DUTY 4: Applies Equal Employment Opportunity (EEO)/Equal Opportunity Treatment (EOT) principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Takes positive action to implement affirmative action/EEO initiatives identified in the installation Affirmative Employment Plan. Takes action to prevent or correct situations that may give rise to complaints of discrimination and/or sexual harassment. Cooperates fully with counselors, investigators, and examiners.

DUTY 5: Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Ensures employees with access to classified information comply with security directives. All known security violations are reported to the proper authority immediately when discovered. Submits reports in accordance with reporting directives. Ensures safety equipment and protective clothing/gear are worn when mandated by regulations. Any condition which might pose a hazard to safety or health is reported to the appropriate authority as soon as possible after detection. Reserve Training. Administers the reserve training and quality programs for element ensuring consistent standards throughout the element for traditional reservists and ARTs.
