Position Overview
We are seeking a Construction Observer to support field oversight of municipal and site development projects, with a focus on underground utility and street construction. This role involves observing construction activities, documenting progress, and helping ensure projects are built in accordance with plans, specifications, and industry standards.
The ideal candidate has hands-on experience with underground utility and street construction and is comfortable working outdoors, communicating with contractors, and maintaining accurate project records.
Key Responsibilities
- Observe construction activities for compliance with project plans, specifications, and standards
- Monitor installation of:
Water mains
Sanitary sewer systems
Storm sewer systems
Wells and water system components
Lift stations
Streets
Subdivision infrastructure
- Document daily construction activities, including quantities, progress, and field conditions
- Maintain detailed field reports and photographic records
- Coordinate with contractors, engineers, and project managers to address field questions and issues
- Identify potential issues and communicate them promptly to the project team
- Assist with construction staking verification and basic measurements as needed
- Review materials delivered to the site for compliance with specifications
- Support project closeout documentation, including punch lists and as-built information
Qualifications
- Experience in underground utility and street construction (water, sewer, storm, streets) required
- Familiarity with construction plans, specifications, and standard details
- Ability to read and interpret engineering drawings
- Strong attention to detail and documentation skills
- Comfortable working outdoors in varying weather conditions
- Effective communication skills with contractors and project teams
- Basic computer skills (Microsoft Office; experience with construction documentation tools is a plus)
- Valid driver’s license and reliable transportation
Preferred Qualifications
- Experience working with municipal infrastructure projects
- Knowledge of Iowa DOT, local municipal, or IDNR standards
- Background in civil engineering technology or related field
- OSHA training or safety certifications
Work Environment
- Primarily field-based with regular travel to project sites across Central and Southwestern Iowa
- Work will involve standing, walking, and navigating active construction sites
- Occasional office work for reporting and coordination
