Green Threads LLC is delivering independent, evidence-based IT assessments and modernization roadmaps for federal agencies. We are seeking an experienced IT Assessment Project Manager to lead a comprehensive organizational, operational, technical, cybersecurity, and AI-readiness assessment for a federal agency client in the Washington DC area. This is a high-visibility engagement with direct access to agency senior leadership.
Security Clearance Requirement: Active TS clearance
Work Location: Hybrid / Primarily onsite DC
ROLE
You will serve as the day-to-day project lead for a six-month assessment engagement, coordinating a small team of senior subject matter experts across organizational, cybersecurity, technology, operational, data governance, and AI readiness domains. You own the workplan, the client relationship, the briefing cadence, and the quality of every deliverable — while keeping Government burden to a minimum.
KEY RESPONSIBILITIES:
- Lead mobilization, kickoff, and GFI intake; establish master workplan and deliverable schedule
- Coordinate and manage a team of senior technical SMEs across assessment workstreams
- Drive bi-weekly progress briefings with client leadership; own the meeting rhythm and agenda
- Prepare and deliver monthly technical progress reports and monthly financial reports
- Lead a mid-engagement prioritization workshop (Month 3) to align recommendations with client leadership
- Ensure cross-domain consistency of findings, risk register entries, and roadmap recommendations
- Manage internal QA process at workstream and cross-domain levels before deliverable submission
- Coordinate client stakeholder interviews, process walkthroughs, and evidence collection activities
- Track and resolve issues, risks, and GFI dependencies; escalate only when leadership input is needed
- Produce final report and executive briefing package; lead or support CIO-level briefing delivery
DELIVERY:
- Kickoff briefing deck and master workplan
- Bi-weekly status briefings (12 total) and monthly technical/financial reports (6 months)
- Current-state assessment report integrating findings across all assessment domains
- Compliance gap analysis and integrated risk register
- Draft SOPs and policies (7 areas)
- Modernization roadmap with sequencing, dependencies, and ROM cost estimates
- Final report and executive briefing in editable formats (Word, PowerPoint, Excel)
MINIMUM QUALIFICATIONS
- Bachelor’s degree in a related discipline (information technology, business administration, computer science, or equivalent field)
- Minimum of 10 years of relevant professional experience in project management, including experience leading complex federal IT projects or assessments
- Demonstrated proficiency in software or IT project management, including scheduling, resource coordination, risk management, and stakeholder communication
- Experience leading teams on large projects or significant segments of large, complex engagements
PREFERRED QUALIFICATIONS
- PMP or equivalent project management certification
- Prior experience leading or managing federal IT assessments, ATO processes, or modernization engagements
- Familiarity with federal compliance frameworks: NIST CSF, FISMA, FedRAMP, OMB A-130
- Experience delivering to small or independent federal agencies (fewer than 500 employees)
- Strong executive communication skills, ability to distill complex findings into plain-language decision points for CIO-level audiences
- Experience with structured project management tools (MS Project, Smartsheet, or equivalent)
CLEARANCE & WORK LOCATION
- Active Top Secret (TS) federal security clearance required, no exceptions and no post-award processing
- Work is performed primarily onsite at the federal client’s Washington DC headquarters
- Some offsite work (analysis, drafting, internal coordination) is expected; exact hybrid ratio to be confirmed with client
- Onsite presence is required for kickoff, stakeholder interviews, leadership briefings, and process walkthroughs
