POSITION: Human Resources/Payroll Specialist
DEPARTMENT: Human Resources (50%)
Controller (50%)
LOCATION: Greene County Office Building
SALARY: Based on Experience
HOURS: 8:30 AM to 4:30 PM Monday through Friday
(1-hour unpaid lunch)
35 hours per week / Non-exempt

OVERALL OBJECTIVE OF JOB:
Process payroll on a bi-weekly basis, assuring compliance with all required federal, state and County policies, procedures and regulations. Provide assistance to Human Resources Director to ensure efficient operation of the department.
ESSENTIAL FUNCTIONS OF JOB:
Human Resources:
1. Enters data and changes in employee information into employee database system.
2. Assists employees with payroll and other department related questions.
3. Conduct employee orientation, benefits explanation and assists all new County employees in completing new hire paperwork.
4. Maintain personnel files, medical files, benefit files and all other necessary documentation for all County employees.
5. Create employee benefit packets for distribution.
6. Enroll employees in the insurance benefit programs and make updates when necessary.
7. Accurately completes and timely processes COBRA and other applicable forms for terminated employees.
8. Ensures compliance with multiple collective bargaining agreements and County of Greene handbook.
9. Completes verification of past and present employment.
10. Assists with Family Medical Leave (FMLA) requests; tracks beginning and end dates for approved requests.
Payroll:
1. Processes County payroll on a bi-weekly basis.
2. Ensures prompt and accurate completion of payroll changes (i.e. new hires, resignations, terminations, transfers, promotions, etc.).
3. Enters data and changes in employee information into payroll system.
4. Reviews timesheets for accuracy and compliance with all established policies and procedures.
5. Processes payroll deductions, taxes, pension and other wage deductions as required. Ensures all deductions are accurate and in accordance with required laws.
6. Prepares bi-weekly, quarterly and year-end reports and payments to appropriate Federal, State and Local Government entities in a timely manner.
7. Processes employee W2 forms.
8. Maintain personnel files, medical files, benefit files and all other necessary documentation for all County employees.
9. Reconcile monthly insurance bills.
OTHER DUTIES OF JOB:
1. Attends meetings, seminars and trainings as required.
2. Serves as a member of the Safety Committee and other committees as required.
3. Composes; types and/or prepares various correspondence.
4. Assists in providing responses to Right-to-Know requests.
5. Performs other job-related duties as assigned or required.
6. Assist Commissioners Office with answering phones, if necessary
SUPERVISION RECEIVED:
Receives instruction and supervision in regard to daily work duties from Human Resources Director for Human Resource Functions and the Controller/Deputy Controller for Payroll Functions
SUPERVISION GIVEN:
None
WORKING CONDITIONS:
1. Works indoors in adequate work space with adequate temperatures, ventilation and lighting.
2. Works indoors with average exposure to noise, but subject to frequent disruptions and stress.
3. Normal indoor exposure to dust/dirt.
PHYSICAL/MENTAL CONDITIONS:
1. Must possess ability to record, convey and present information, explain procedures and follow instructions.
2. Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, reaching, stooping and grasping as necessary to carry out job duties.
3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out job duties.
4. Sedentary work, with occasional lifting/carrying of objects with a maximum weight of ten pounds.
5. Must be able to cope with the physical and mental stress of the position.
6. Must be able to pay close attention to details and concentrate on work.
QUALIFICATIONS:
A. EDUCATION/TRAINING:
High School diploma or equivalent required; Associate's Degree in Business Administration or related field preferred, plus clerical and computer training required.
B. WORK EXPERIENCE
Minimum of two years working experience in Payroll and/or Human Resources, preferably in a government environment. Or, any combination of acceptable training/experience.

1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.

3. Must possess initiative and problem-solving skills.
4. Must possess ability to function independently, have flexibility and the ability to work effectively with employees, department heads, staff and others.
5. Must possess ability to maintain confidentiality in regard to employee and client information and records.
6. Must possess some technical knowledge of operating personal computers and other office equipment as necessary.
7. Must possess a willingness to travel as needed to carry out essential job duties.
8. Must possess the ability to make independent decisions when circumstances warrant such action.
9. Must possess ability to handle a high volume of work efficiently.
10. Must possess some knowledge of all applicable Federal, State and County laws affecting employment and employee relations.
