The Green Valley Water Improvement District is searching for a leader to take the company forward into the future. The position is for a District Manager. This individual will be responsible for planning, organizing and managing all functions and operations of District. This includes systems operations, utility finances, personnel, customer service and engineering.

Qualifications

· A minimum of 8 years actual work experience in all aspects of operating and maintaining a domestic water supply system.

· Within the 8-year requirement, a minimum of 4 years at managerial and supervisory levels showing a pattern of professional growth and development.

· Possession of operator certification in the State of Arizona equivalent to the grade of District Manager or higher in both Distribution and Treatment. [minimum Grade 3 in Distribution and Grade 3 in Treatment].

· A working knowledge of accounting and financial management as well as the tools and techniques of these fields.

· Experience in contract formulation and analysis for professional services, construction and maintenance agreements.

· Knowledge of pertinent Arizona legislation as it applies to Domestic Water Improvement Districts.

Conditions of employment include a valid Driver’s license (Arizona preferred or required upon hire), the ability to be bonded, documentation of the right to work in the US, ability to pass a physical examination, drug test, and background check, and able to communicate (speak and write) in English as a primary language.

Essential Knowledge, Skills and Abilities

  • Knowledge of management techniques, principles, and practices of employee supervision and budget management including monitoring of financial operations which includes accounting standard practices and procedures.
  • Knowledge of water system design, construction, and operation, and knowledge of water treatment
  • Knowledge of water treatment and operations security systems to include physical security, SCADA security, financial security, and cyber security
  • Skills in motivating and directing the staff in accomplishing the goals of the District
  • Skills in assessing and prioritizing multiple tasks, projects, and demands
  • Skills in assessing, analyzing, identifying, and implementing solutions to complex problems
  • Skills in oral and written communication
  • Skills in establishing and maintaining working relationships with a wide range of groups, including contractors, consultants, and the District’s public constituents.
  • Ability to determine and project long-term system requirements and to prioritize, develop, and implement programs to meet these requirements
  • Ability to respond quickly and effectively to emergencies and redeploy resources effectively. Establishes and maintains overall direction and guidance over District staff personnel.
  • Implements all District Board policies and directives as they relate to the District.
  • Participate in the Development and administration of the District’s budget.
  • Overseas, monitors, and directs the office and field operations of the District
  • Conducts the formal evaluation of District personnel and reviews the effectiveness of program performance as well as employee compensation
  • Prepares and presents information to the Board on all aspects of District operations and attends monthly meetings of the Board
  • Participate in those professional organizations as they relate to providing safe water to customers
  • Represents the District in dealings with other water entities, citizen groups, and contractors to the District
  • Approves paid and unpaid time off scheduling for assigned staff
  • Directs and reviews the implementation of employee training and safety programs, including Field Operators certification.
  • Overall responsibility for developing, processing, negotiating, and authorizing work tasks to outside contractors in such fields as engineering consulting, construction contracting, and contracted maintenance. The District Manager is responsible for outside contracts within the authority delegated by the Board.
  • Serves as a resource for regulatory requirements and works with regulatory agencies to ensure District compliance with Federal, State, and local requirements.
  • Initiates plans for the District and develop priorities and schedules for future plant improvements, as well as staffing requirements.
  • Monitors field personnel meeting certification renewal requirements
  • Performs other similar or related duties as assigned.
