Position Summary

Participates in technical and skilled trades in the maintenance and repair of airport buildings and related facilities. This position maintains, troubleshoots, and repairs a variety of building and facilities including, but not limited to, terminal, rental car facility, parking garage and more, as needed. Performs general maintenance activities including heating and air conditioning, plumbing, lighting systems, mechanical, electrical, electronic systems, car washes, vacuum systems, air compressors, gas pumps and tanks. Work requires significant independence and initiative and a significant knowledge of technical and trade practices and skills. Work also requires coordination with a variety of airport officials in determining needs and priorities. Participates in budget projections and purchasing. This employee may be called back as assigned. Work is performed under the general supervision of the Facilities/Landside Maintenance Supervisor.

Responsibilities (Essential Functions)

  • Performs skilled technical and trade work for airport buildings and related facilities including HVAC system repair, planning, and preventive maintenance; plumbing repairs, and installations; carpentry renovations and repairs; electrical and electronic system installation, maintenance, and repairs; locksmith including keys and cores also variety of general maintenance work.
  • Performs corrective, preventative, predictive, and proactive maintenance of various systems at the Airport in compliance with established procedures, and Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) regulations. Completes assignments in an effective and efficient manner in accordance with established procedures and regulations. Investigates, reviews, and coordinates activities with vendors, contractors, tenants, and others. Maintains all records, reports, and logs as required in accordance with established procedures and regulations.
  • Performs work and provides customer service in alignment with the Greater Asheville Regional Airport Authority’s (GARAA) Vision, Mission, and Core Values. Responds to tenant needs as required in a timely, user-friendly manner.
  • Recognizes emergency situations and takes appropriate action. Assures compliance with all applicable OSHA and EPA requirements. Maintains control of hazardous chemicals, substances, and waste within area of responsibility.
  • Coordinates and schedules contracted installations and repairs with the Facilities Maintenance Supervisor, assists maintenance employees on electrical repairs of airfield and street lighting; performs janitorial maintenance of the terminal; performs grounds maintenance; repairs to baggage conveyors and passenger boarding bridges; checks and services the terminal heating and cooling systems, compressors, pumps, lighting and aircraft loading bridges in a constructive, team performance manner.
  • Recommends and assists the Facilities Maintenance Supervisor with budget projections, develops cost estimates, assists with preparing the annual departmental budget and prepares bid specifications.
  • Assists the Facilities Maintenance Supervisor with coordinating the operation and maintenance of HVAC, fire alarm, and security access system with contractors, staff, and other airport officials.
  • Performs duties required for snow and ice removal for the airport. Ensures snow and ice removal are performed in accordance with FAA standards, the Snow and Ice Control Plan, and ACM requirements. Responds to and participates in airport emergencies and irregular operations; takes charge until relieved by a higher authority. Reacts quickly, calmly, and exercises independent judgement and initiative to protect persons, property, and ensures compliance. Conducts and participates in required emergency response training and exercises related to airport operations, emergencies, and security.
  • Performs other duties and tasks, as assigned.

Education Requirements (Evaluation Factors: Skills, Knowledge, Experience, and Ability)

  • High School Diploma or GED required.
  • Three (3) years apprenticeship program and/or technical school required or combination of education and experience that produces the required knowledge, skills and abilities.
  • Experience in carpentry, preferred.
  • Experience in HVAC, electrical work, preferred.

Experience Requirements

  • Considerable knowledge of the principles and techniques of carpentry, mechanical, HVAC, and electronic trades.
  • Considerable knowledge of safety regulations, occupational hazards, and related safety precautions.
  • Knowledge of Federal Aviation Regulations (FAR) Part 139 and associated Advisory Circulars, Airport Authority ordinances, regulations and directives.
  • Knowledge of other applicable federal regulations including FAR Part 77, Transportation Security Regulations Part 1542.
  • Knowledge of snow removal methods as mandated by the FAA.
  • Skill in operation, service, use, and care of equipment used in this position.
  • Skills to communicate effectively orally and in writing.
  • Skills to efficiently manage multiple priorities, tasks for extensive maintenance operations.
  • Effective organizational and computer skills.
  • Ability to understand and follow oral and written instructions.
  • Ability to operate computer, fork-lift, and snow removal equipment.
  • Ability to actively pursue and develop new ideas, methods and procedures to meet changing situations.
  • Ability to evaluate and make comprehensive recommendations to resolve operational/facility problems and/or malfunctions.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders, airport tenants, federal partners, co-workers and the public, and represent the airport in a positive and professional manner.
  • Ability to respond calmly and effectively in emergencies and effectively manage sensitive and tense situations.
  • Ability to demonstrate initiative, creativity and innovative thinking in a rapidly changing work environment.

Physical requirements

  • Works primarily outside and must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, feeling, talking, hearing, grasping, and repetitive motions.
  • Requires frequent bending, twisting, stooping or turning.
  • Work in this position is heavy work exerting up to 100 lbs. of force occasionally, and/or up to 50 lbs. of force frequently, and/or 20 lbs. of force constantly to move objects.
  • Subject to environmental conditions such as extreme hot and cold weather.
  • Must be able to operate and monitor communications equipment, such as data terminals, computers, radios and telephones.
  • Must be able to climb and descend stairs, perform inspections on foot and in a vehicle, operate various features of the building facilities, including snow removal equipment, tractors, lighting, security gates, heavy equipment, painting equipment, etc.
  • May be exposed to chemicals, fumes, solvents, machinery, moving objects/vehicles, dust, slippery/uneven surfaces, narrow passageways and excessive noise.

Licenses/Certifications Required

  • Valid driver license required.
  • Forklift operator’s certification or ability to obtain.
  • Commercial Driver’s License, preferred or have the ability to obtain.

Supervisory Responsibility

  • None.

Latitude/Independent Judgment/Accuracy

  • The Maintenance Manager/ Supervisor / Lead establishes workflow for the position.
  • Diligence must be exercised when handling confidential information.
  • Reasonable care for equipment/process will prevent injury/damage.
  • Responsible for own work but must coordinate work with others.

Other Requirements

  • Shift work required. Shift will be assigned based on operational need.
  • Subject to emergency call backs for work.
  • This position is deemed essential.
  • Primary job functions require in-person/on-site work.
  • This position is subject to on-call work and holiday work.
  • This position is required to be onsite for snow events.
  • Must successfully pass and maintain an active Security Threat Assessment (STA) and Criminal History Records Check (CHRC). Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude them from employment.
  • Must obtain and maintain Movement Area Driver’s endorsement within 90 days of employment.
  • This position must have a valid driver’s license at all times and be able to drive to various locations, on and off-airport premises.

Working Conditions

  • Subject to inside and outside environmental conditions, including extreme hot and cold weather, noise, physical hazards, and narrow passageways.
  • Works a rotating shift assignment with a team to cover a 24/7/365 schedule. This includes days, nights, weekends, and holiday work schedules. Shift assignments are subject to change.
  • Work may require on-call duty as assigned.
  • Required to have the visual acuity to analyze data and figures, operate a computer, perform extensive reading, operate machinery including a fork-lift, snow removal equipment, and other mechanical equipment as needed.
