SALARY RANGE: $97,750.00 - $132,250.00
DISTINGUISHING FEATURES OF THE CLASS: The work involves directing the operation of the Picture Archive and Communication System (PACS), Cardiovascular Information System (CVIS), and all other imaged based systems within the Enterprise Imaging Division at the Erie County Medical Center (ECMCC). The incumbent will provide technical assistance in the evaluation and support of software products, training and documentation. Work is performed under the general direction of both the Director of Information Technology or higher-level administrator. Does related work as required.
TYPICAL WORK ACTIVITIES:
Investigates, identifies, and prepares proposals to solve specific operational problems within all clinical areas;
Identifies and designs future needs for workflow processes, equipment installation and new medical imaging endeavors;
Assists in preparation and monitoring of operating and capital equipment budgets;
Assists in the development of operating standards, policies and procedures and strategic planning for existing or new medical imaging initiatives;
Reviews feedback from customers, compiles and analyzes support data and recommends procedural and educational changes;
Oversees activities of vendors in all phases of installation and implementation of new systems;
Trains personnel and medical staff on PACS and CVIS related activities;
Analyzes, implements, and trains staff with voice recognition software and integrations into PACS/CVIS;
Ensures all Department, Hospital, HIPAA and JCAHO guidelines are met;
Acts as liaison in digital and computed imaging initiatives within the department and other departments;
Manages image workflow, archiving, auto-routing, pre-fetching and other related activities;
Prepares various reports;
Coordinates with Medical Informatics and Hospital Information System personnel to ensure timely and complete capture of DICOM digital image data into PACS;
Creates and analyses PACS databases and network specifications to reflect needs of medical personnel;
Ensures all image based systems including PACS, CVIS, Diagnostic, Ultrasound, Angiography, Nuclear Medicine and CT modalities operate at maximum efficiency;
Attends and participates in Departmental/Hospital meetings, seminars and training sessions necessary to maintain professional competence.
FULL PERFORMANCE, KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of project management and development;
Good knowledge of DICOM and HL7 interface standards; working knowledge of heterogeneous SAN/LAN/WAN environment, implementing, and testing PACS and CVIS implementations systems;
Ability to analyze and create PACS/CVIS databases and network specifications:
Ability to maintain PACS/CVIS software and hardware performance;
Ability to work well under pressure and concurrent multidisciplinary projects;
Ability to define functional requirements and specifications for Imaging Systems and their integration into PACS;
Ability to communicate effectively, both orally and in writing; ability to work well with others;
Physically able to perform the essential functions of the position with or without any reasonable accommodation.
MINIMUM QUALIFICATIONS
- A) Graduation from a regionally accredited or NYS registered college or university with a Master's Degree in Health Information Systems, Information Technology, Computer Technology, Radiology Systems or related fields and three (3) years experience in IT systems administration, one (1) year of which included PACS and/or RIS systems; or
- B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Health Information Systems, Information Technology, Computer Technology, Radiology Systems or related fields and five (5) years of experience in IT systems administration, one (1) year of which included PACS and/or RIS systems.
- C) Graduation from a regionally accredited or New York State registered college or university with an Associates degree in Health Information Systems, Information Technology, Computer Technology, Radiology Systems or related fields and seven (7) years experience in IT systems administrations, one (1) year of which included PACS and/or RIS systems.
- D) An equivalent combination of training and experience as defined by the limits of A, B and C.
NOTE : Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience.
