We are seeking a Plans Examiner to provide expert,
responsive plan review services tailored to the needs of Oregon jurisdictions,
design professionals, and contractors. This role is critical in ensuring that
construction documents move efficiently through the regulatory process while strictly
adhering to state-mandated safety standards.
Technical Qualifications & Certifications
The successful candidate must possess the following
Oregon-specific credentials:
- Oregon
Inspector Certification (OIC): Mandatory for all candidates.
- Specialty
Designations: Must hold one or more of the following:
- A-Level
Structural Plans Examiner (PEA)
- Residential
Plans Examiner (CAX)
- Fire
and Life Safety Plans Examiner (PEF)
- Legacy/ICC
Conversion: Candidates with ICC B3, F3, or R3 certifications
must be eligible for Oregon Building Codes Division (BCD) conversion.
Core Responsibilities & Technical Scope
1. Comprehensive Code Review
Perform detailed technical reviews of construction
documents, calculations, and revisions for compliance with the following Oregon
Statewide Specialty Codes:
- OSSC
& ORSC: Structural and Residential Specialty Codes.
- Systems: Mechanical (OMSC), Plumbing (OPSC), and Electrical (OESC).
- Efficiency: Energy Efficiency (OEESC) and Oregon Reach Code (where adopted).
- Safety
& Access: Oregon Fire Code (OFC) and ADA / ICC A117.1
accessibility requirements.
- Local
Governance: Applicable local jurisdiction amendments and land use
conditions of approval.
2. Coordination & Project Delivery
- Inter-Agency
Liaison: Coordinate reviews with Fire, Public Works, and Planning
departments to ensure all conditions of approval are addressed prior to
permit issuance.
- Stakeholder
Consultation: Lead "meet-and-confer" sessions with permit
applicants and designers to resolve complex code comments and facilitate
approvals.
- Expedited
Services: Provide high-priority reviews and plan handling (including
pickup/return within one business day) as required by jurisdiction needs.
3. Documentation & Performance
- Record
Management: Maintain meticulous plan review records in the
jurisdiction’s approved format (Accela, Bluebeam, etc.).
- Reporting: Prepare accurate activity reports documenting workload, status, and
performance metrics.
- Clear
Communication: Provide comprehensive written comments referencing
specific code sections, sheets, and calculation details to minimize
applicant friction.
Professional Requirements
- Technical
Proficiency: Ability to verify gravity/lateral load paths and seismic
calculations.
- Communication: High-level professional correspondence and the ability to maintain the
integrity of Oregon’s building safety programs while providing top-tier
customer service.
- Reliability: Commitment to systematic logging and tracking within the jurisdiction’s
permitting system.
Compensation
- Rate: $65.00 per hour
