About the Opportunity
Graystone Federal is supporting a high-priority Navy program at the Naval Surface Warfare Center Dahlgren Division (NSWCDD), delivering program management and IT modernization expertise in support of mission-critical defense initiatives. We are seeking an experienced Program Manager to provide leadership, contractual oversight, and strategic direction for complex Navy information technology programs.
The ideal candidate possesses extensive experience managing DoD or Navy projects, ensuring technical excellence, cost control, and schedule adherence while maintaining strong relationships with government stakeholders.
Key Responsibilities
- Provide overall program management and direction for Navy IT systems initiatives, ensuring all contractual, cost, schedule, and performance goals are met.
- Serve as the primary liaison between the government representative, Contracting Officer’s Representative (COR), and corporate leadership.
- Oversee administrative and contractual operations, including deliverable management, financial tracking, and compliance with FAR/DFARS requirements.
- Direct program planning, budgeting, resource allocation, and performance reporting in accordance with DoD acquisition standards.
- Lead and coordinate a multidisciplinary team of engineers, analysts, and technical specialists.
- Identify and mitigate program risks, ensuring transparent communication with government stakeholders.
- Support business development efforts, proposal responses, and task order management as needed.
- Maintain a deep understanding of DoD IT systems, contractual processes, and Navy program requirements.
Required Qualifications
- Active Secret Clearance (required at time of hire).
- Ten (10) years of professional management experience.
- Prior experience with Naval Surface Warfare Center Dahlgren Division (NSWCDD) or other Navy warfare centers.
- Demonstrated expertise in contractual oversight, program administration, and corporate management.
- Proven success directing cost, schedule, and performance across large, complex programs.
- Experience serving as the primary interface with government representatives and the COR.
- Strong knowledge of DoD acquisition and contractual processes (FAR, DFARS, and DoD 5000 series).
- Excellent communication, leadership, and stakeholder engagement skills.
- Bachelor’s degree in Business, Management, Engineering, or related discipline (Master’s preferred).
Salary : $165,000 - $190,000
