Exceptional Children’s Compliance-Program Specialist


Salary
: Based on the NC Teacher Salary Schedule plus local supplement

Terms of Employment: 11 months part-time, with the possibility of one month of extended employment


Job Summary:
Under limited supervision, the EC Compliance-Program Specialist performs a variety of supervisory and administrative tasks in overseeing and monitoring the operation of programs for exceptional students. The EC Compliance-Program Specialist works with school-level administrators, EC and regular education staff, parents, and other agencies to ensure compliance with federal, state, and local procedures and to support the development and implementation of quality services for students in Granville County Public Schools. The EC Compliance-Program Specialist will support Policies Governing Services for Children with Disabilities in the areas of Child Find, Initial Placement, Annual Review of IEPs, three-year Reevaluation, and Secondary Transition for students with disabilities.


Qualifications:

  • Minimum of a Bachelor’s degree in Special Education (Master's preferred) or related field
  • NC Teacher License in Special Education
  • Minimum teaching/classroom experience of five (5) years
  • Experience with curriculum alignment, specially designed instruction, progress monitoring, and best practices for students with disabilities
  • Experience with serving on IEP teams, auditing records, scheduling, and staff development
  • Possess strong organizational and leadership skills
  • Ability to work and communicate with diverse groups and/or organizations


Duties & Responsibilities:

  • Advocate for students with disabilities
  • Serve as EC department representative at school IEP meetings as needed
  • Serve as Case Manager to maintain compliant records for vacant EC teacher positions
  • Provide guidance to building-level administrators and teachers regarding discipline of EC students, manifestation determinations, and behavior intervention plans
  • Assist with the development of and provide staff development to Exceptional Children Teachers related to students with disabilities, policies and procedures, including New Teacher Training
  • Assist with planning and conducting quarterly Team Leader meetings
  • Provide assistance to EC Teachers with compliance, instructional practices, and other concerns as needed
  • Collect and assist with data analysis for completion of the LEA Self-Assessment
  • Complete internal audits and follow up with schools
  • Attend workshops, seminars, meetings, and report findings to EC Program Director and/or EC teachers as directed
  • All other duties as assigned by the Director of Exceptional Children


Knowledge, Skills, & Abilities:

  • Considerable knowledge of School Board policies, procedures, and standards regarding education.
  • Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state, and local laws, rules, and regulations.
  • Considerable knowledge of the current literature, trends, and developments in the field of exceptional child education.
  • Ability to develop and implement appropriate programs for exceptional children.
  • Ability to interpret educational policies and procedures.
  • Ability to effectively express ideas orally and in writing.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
