The Design Construction Engineer, under managerial direction, is responsible for ensuring the engineering soundness and quality of County road and infrastructure construction projects. This role involves performing engineering design and design review, as well as supervising field surveying, inspection, and materials testing to guarantee conformance to standards of good practice.
DISTINGUISHING CHARACTERISTICS: The Design Construction Engineer performs engineering design and review and supervises Engineer Technicians and support staff. This position differs from the Assistant County Road Engineer, which provides engineering management and project oversight. The Assistant County Road Engineer directly manages engineers in assigned divisions.

- Designs and develops engineering plans and specifications for roadways, culverts, and other structures, applying civil engineering principles to ensure safe and efficient transportation infrastructure, and resulting in high-quality and compliant projects.
- Oversees bridge construction.
- Reviews and evaluates designs from outside consultants, ensuring that they meet engineering standards and requirements, and providing feedback and recommendations to improve design quality and conformance to standards.
- Supervises and directs the inspection and testing of construction materials and work, ensuring conformance to drawings and specifications, and resulting in the installation of high-quality and durable infrastructure components.
- Collaborates with contractors, subcontractors, and other stakeholders to obtain agreements on construction methods and ensure adherence to specifications and plans, resulting in effective communication and minimized conflicts.
- Verifies and ensures compliance with regulatory requirements, including rights of way, permits, and other standards, resulting in legally compliant and environmentally responsible projects.
- Reviews final contract plans, specifications, and cost estimates, ensuring accuracy and completeness, and resulting in well-planned projects.
- Participates in the selection, training, and development of design and construction engineering staff, providing guidance and coaching to support their professional growth and performance.
- Assists with performance reviews, providing feedback and evaluations to support staff development and accountability, resulting in a high-performing team.
- Provides technical expertise and oversight to ensure that construction projects are built to specification, and that materials and workmanship meet quality and safety standards, resulting in safe infrastructure.
- Ensures that all engineering designs and construction projects are documented accurately and completely, resulting in a comprehensive and accessible record of project information.
- Collaborates with the Assistant County Road Engineer and other stakeholders to ensure that engineering designs and construction projects align with departmental goals and objectives, resulting in effective coordination.
- Performs other duties as assigned.
QUALIFICATIONS:
Required Education and Experience:
- Bachelor’s degree in civil engineering or related field.
- Four years of experience with civil engineering including two years of experience in construction management.
- Any equivalent combination of education and experience that provides the necessary qualifications to successfully perform the duties of the position will be considered.
Preferred Education and Experience:
None
- Engineer In Training (EIT) Certificate.
Other Requirements:
- Valid Washington State Driver’s License is required.
- Work is primarily performed in a typical office environment.
- Requires frequent visits to job sites in various field locations of the County.
Salary : $93,350 - $109,866
