Position Summary

Under minimal supervision and reporting directly to the Manager of Government Affairs, the Senior Policy Analyst conducts technical research, analysis, and recommendations on current and emerging legislative and regulatory issues that may impact Grant PUD. The position provides subject matter expertise, fosters effective policy relationships, and develops both technical and non-technical discussion papers and correspondence to support Grant PUD's policy work. Additionally, the position contributes to advancing the goals in the Operating Unit's business plan and aligning with Grant PU D's overall strategic vision.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Provides support, research, and analysis regarding local, state and federal legislation, regulation and other related activities; works with other business units to identify, plan, prioritize and integrate public policy issues that will impact Grant PUD's strategic plan and organizational goals; research alternatives and preferred outcomes; attend agency meetings and assist Grant PUD staff with rulemakings and communications; monitor local, state and federal regulatory issues to evaluate impact of agency rulemakings.
  • As assigned, serves as a liaison with various external entities, including local governments, trade organizations, and utilities; monitors the legislative and regulatory processes; leads bill review and tracking; coordinates with internal and external subject matter experts to determine impact and obtain technical input on complex legislation; as assigned facilitates relationships between utilities, industry associations, and other lobbyists to analyze and prioritize public policy issues.
  • Delivers accurate and detailed analysis on large and complex legislative, regulatory and other public policy issues, including energy industry concerns, labor law, cyber security, telecom concerns, tax and finance considerations, carbon policies, natural resources, water rights and other related emerging policy issues; provides expertise and counsel on strategic planning; and fosters effective relationships to enhance Grant PUD's regulatory alignment and policy engagement.
  • Conducts analysis and research to assess issues, identify and evaluate risk, determine policy options, and analyze potential and preferred outcomes; evaluate limits of local, state and federal authority; draft and document summary of findings, including recommendations for policy changes; and develops federal and state priority documents and related position papers and summarized briefing materials used for internal and external audiences.
  • May operate a district vehicle.
  • Occasional travel to other Grant PUD locations, and business-related travel is required.
  • Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan, and Grant PUD/IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
  • Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
  • Actively participate in all aspects of our safety program, including but not limited to:
    • Following all safety policies and procedures.
    • Alerting supervisors and coworkers to unsafe or hazardous working conditions.
    • Reporting any safety incidents or close calls within 24 hours to your supervisor; and
    • Accepting feedback from supervisors and coworkers regarding your own safety performance.
Required Qualifications (Education, Experience, Licenses & Certifications)

  • Bachelor's degree in Business, Economics, Public Policy, Communications, Law, or other related field or 2 additional years of relevant experience in lieu of degree.
  • Five (5) years of experience in developing government policy and/or strategy or related field.
  • A valid driver's license with no restrictions.

Preferred Qualifications (Education, Experience, Licenses & Certifications)

  • 7 years of experience in the electric utility industry, government, public or private sector affairs, or comparable experience.
  • Advanced Knowledge of:
    • Current local, state, and federal laws, regulations, and utility policies
    • Federal and state legislative and rulemaking processes
    • Legislative and regulatory analysis
    • Governmental affairs strategy and planning
Other Knowledge, Skills & Abilities

  • Public speaking; experienced in delivering in-person presentations using slide decks to convey key points and support decisions.
  • Strong conflict resolution and Interpersonal skills; ability to communicate clearly and concisely both verbally and in writing.
  • Skilled in producing clear, concise written reports that communicate complex information effectively.
  • Skill in research and analysis; strategy development and implementation; leading meetings and providing feedback.
