POSITION DESCRIPTION

TITLE: Public Health Associate-Bilingual (English/Spanish) Required

REPORTS TO: Administrative Services Division Facilitator

DATE: 04/03/2025

GCHD is in search of a motivated individual eager to expand their expertise while fulfilling the organization’s requirements. We are looking for someone who thrives in public interactions, possesses strong organizational skills, and enjoys both collaborative teamwork and independent work.

ESSENTIAL FUNCTIONS

  • Acts as receptionist and cashier. Answers telephone, files, tabulates, prepares statements, types, and records test results. Refers clients to the appropriate internal staff and external agencies.
  • Performs clerical functions associated with personal health programs, environmental health programs, assessment, vital records & general administration duties.
  • Maintains a high degree of confidentiality in all matters involving support staff, the offices and clientele. Assist customers by explaining local, state, and federal policies.
  • Provides program support in the office and off-site in face-to-face client situations.
  • Issue birth and death certificates.
  • Completing public records requests.
  • Performs other duties as assigned.

KNOWLEDGE AND ABILITIES

Ability to:

  • Perform secretarial skills such as but not limited to computer skills; excellent grammar and spelling skills; use of various office equipment; receipting of monies; filing and telephone skills; using a cash register; appointment scheduling; use of community resources.
  • Interact effectively and professionally with the public and coworkers.
  • Always act as an ambassador and project a “good company image” maintaining a positive, solution-oriented approach.
  • Ensure a professional appearance, use professional verbiage, maintain appropriate body language, good hygiene, and compliance with the grooming and uniform standards always.
  • Operate an automobile safely.
  • Successfully pass a criminal background investigation.
  • Maintain client and patient confidentiality.

MINIMUM QUALIFICATIONS

  • High school diploma or equivalent; AND
  • A minimum of one year of personal computer software experience including word processing, database, and spreadsheets; AND
  • One-year secretarial training in an office atmosphere.
  • Must have or obtain a valid Washington State driver's license within 30 days of employment, have a car available, and have proof of liability insurance, if job requires.
  • Must prove or obtain immunity to various vaccine preventable diseases according to Grant County Health District’s Staff Immunization Policy within 60 days of employment.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

This position is non-exempt. The workweek is normally 40 hours with a typical schedule of 8:00 am – 5:00 pm Monday-Thursday and 8:00 am – 3:00 pm on Friday’s but may be adjusted based on GCHD needs to include some evenings and weekends.

Work is performed primarily in an office setting; however, some travel to off-site community locations may be required.

Speaking, hearing, seeing, sitting, walking, stooping, standing, writing, lifting up to 50 pounds, driving; use of hands to finger, handle, feel or operate objects and equipment; reach with hands and arms. Mental stress may occur when dealing with hostile, angry individuals on the telephone or in person.

SALARY AND BENEFITS

Salary (GCHD has a six-step salary matrix):

  • Starting salary: $19.84-$22.29 per hour DOE
  • Full salary: $19.84-$25.44

$1 per hour wage increase after successful bilingual examination.

  • Public Employees Retirement System (PERS II or PERS III).
  • Twelve (12) paid holiday per year, plus one (1) personal holiday.
  • GCHD provides an extensive PTO accrual program, beginning with sixteen (16) hours earned for every full month of services completed at full-time capacity.
  • Longevity pay after five (5) years of continuous employment with GCHD.
