Position Overview:
The Chief Financial Officer serves as a member of the Grand Island Central Schools leadership team under the direction of the Superintendent of Schools. This position combines strategic business planning with hands-on technical management and direct supervision of financial, budgeting, and business operations.
The Chief Financial Officer also provides leadership to operational departments, including facilities, buildings and grounds, and information technology (IT).

Qualifications:
Chief Financial Officer is a classified title. Candidates with related civil service status are encouraged to apply.
1. Graduation from a recognized college or university with a Bachelor's degree in business administration, accounting, or a closely related field and seven (7) years of related administrative experience; OR
2. A Master's degree in business administration, accounting, or a closely related field and five (5) years of related administrative experience; OR
3. An equivalent combination of training and experience as defined by the limits of the above qualifications.
4. Administrative experience in financial planning and control systems, accounting practices, business management, and fiscal oversight and accountability. Administrative experience in IT, facilities, and buildings and grounds is preferred.
5. Strong communication, problem-solving, conflict resolution, and human relations skills.
6. Philosophical compatibility with the stated mission and beliefs of Grand Island Central Schools.
Preferred Qualifications:
Candidates who hold a current Certified Public Accountant license are preferred. Verifiable part-time and/or volunteer experience will be prorated toward meeting full-time experience requirements.
Performance Responsibilities:
1. Contributes significantly to school district planning and decision-making consistent with the mission and belief statements of Grand Island Central Schools.
2. Attends Board of Education meetings, prepares monthly correspondence to the Board, and presents budget, financial, and other reports as directed by the Superintendent of Schools.
3. Interprets the schools' financial position and assesses programs based on cost and effectiveness, as measured by the benefits conferred on children, families, and staff.
4. Directs budget development, budget administration, and financial planning, including policy recommendations, purchasing procedures, and the audit function.
5. Supervises financial and statistical reporting, investments, and borrowing.
6. Administers insurance risk, risk management, and environmental health programs.
7. Supervises and develops cost analyses for various operations, including building use and maintenance.
8. Supervises real estate management, including purchase, sale, lease, and easements.
9. Assists with contract negotiations involving employee bargaining units.
10. Supervises the Business Office, IT Office, and Facilities, Buildings and Grounds Department, including associated programs and projects.
11. Recommends the hiring of architects, engineers, and construction managers and works with firms associated with approved capital projects and other building maintenance activities.
12. Develops and coordinates Requests for Proposals (RFPs) and seeks initiatives to improve districtwide efficiencies within the position's areas of responsibility.
13. Supervises financial and statistical reporting to the New York State Education Department and other government agencies as required.
14. Performs other related duties and assumes other responsibilities as directed by the Superintendent of Schools or the Superintendent's designee.
Supervision:
Supervises the Business Department and other departments as assigned by the Superintendent of Schools.
