  • Assists with Payroll processing and Accounts Payable processing, in the absence of the Payroll Specialist or Accounts Payable Technician.
  • Reviews Payroll and Accounts Payable.
  • Provides the Procurement function for the County, including development and enforcement of Procurement policies, competitive bidding, and contract administration, as well as providing education to County Department Heads and support personnel.
  • Assists Chief Financial Officer in maintaining the County’s accounting system, including accounts receivable, accounts payable, payroll, fixed assets, inventory, purchasing, investments and cash management.
  • Assists Chief Financial Officer with reporting, budgeting, auditing functions, as needed.
  • Supervises Board Office Staff performing Accounts Payable and Payroll in the absence of the Chief Financial Officer.
  • Performs other duties as required.

Qualifications:

Knowledge, Skills & Abilities:

Knowledge of:

  • Procurement policies, including federal cost principals established under 2 CFR Part 200
  • Accounting principles and practices related to public sector budgetary management, including purchasing, financial reporting, and auditing.
  • County policy with regard to fiscal issues.
  • Board Office procedures, practices, and the ability to operate computers and financial applications software.
  • Open Meeting Law and notice requirements under Arizona Revised Statutes.

Ability to:

  • Effectively carry out difficult and complex assignments, while exercising independent judgment and initiative.
  • Supervise professional and clerical staff.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationships with elected officials, department heads, employees, and other agencies.
  • Maintain records and prepare reports.
  • Proficient with Microsoft Office Suite and other related software.

Minimum Qualifications:

Bachelor’s degree in Accounting, Finance, or a related field. Experience in public and/or private sector financial management is preferred, but not required.

 

Working Conditions/Physical Requirements:

  • Involves moderate lifting of 25 lbs.
  • Prolonged periods of sitting at a desk and working on a computer.
