Position Overview
The Director of Human Resources will lead and manage all HR functions across multiple behavioral health treatment programs operating in various states. This role is responsible for recruitment, onboarding, employee relations, compliance, documentation, payroll administration, policy development, and regulatory alignment with state-specific behavioral health requirements.
This individual will build and standardize HR infrastructure across programs while ensuring each site remains compliant with state regulations governing mental health and substance use disorder treatment facilities.
This is a hands-on leadership role requiring operational execution, compliance knowledge, and the ability to support fast-growing clinical programs.
Core ResponsibilitiesTalent Acquisition & Workforce Planning
- Develop recruitment strategy for clinical and non-clinical roles
- Source and screen candidates (really, LinkedIn, referrals, industry networks)
- Coordinate interviews with program leadership
- Conduct background checks and license verification
- Manage offer letters and employment agreements
- Ensure staffing ratios meet state licensing requirements
Onboarding & Orientation
- Create standardized onboarding process across programs
- Develop orientation materials specific to behavioral health
- Ensure completion of:
- Background checks
- Credential verification
- CPR/First Aid
- State-required training modules
- Coordinate KIPU/EMR access
- Track completion of all onboarding documentation
- Maintain personnel files in compliance with state requirements
ADP Payroll Administration & Timekeeping
- Serve as primary administrator for ADP Workforce Now (or applicable ADP platform)
- Process and run payroll across multiple programs and states
- Review and approve employee timecards and timesheets
- Ensure payroll accuracy including wages, bonuses, reimbursements, and deductions
- Manage new hires, terminations, and employee changes within ADP
- Ensure compliance with multi-state payroll laws and tax withholdings
- Coordinate payroll schedules and deadlines with program leadership
- Oversee PTO tracking, accruals, and time-off policies within ADP
- Generate payroll reports for leadership and finance
- Partner with accounting/finance on payroll reconciliation and reporting
- Ensure proper classification of employees (W-2 vs 1099 where applicable)
- Maintain compliance with wage and hour laws, including overtime regulations
- Troubleshoot payroll discrepancies and employee payroll inquiries
- Support year-end processes including W-2s and audits
Compliance & Regulatory Alignment
- Ensure compliance with:
- State behavioral health regulations (e.g., DHS 75, DQA, etc.)
- Wage and hour laws
- OSHA requirements
- EEOC standards
- Develop and update employee handbooks per state
- Maintain job descriptions aligned with licensing requirements
- Oversee corrective action documentation
- Prepare HR files for state audits and accreditation surveys
- Monitor licensure expiration dates and CE requirements
Employee Relations & Performance Management
- Lead disciplinary process and terminations
- Ensure proper documentation of all corrective actions
- Guide supervisors on performance improvement plans (PIPs)
- Handle employee complaints and workplace investigations
- Support conflict resolution
- Advise leadership on employment law risk
Multi-State HR Infrastructure
- Create standardized HR templates:
- Offer letters
- Termination letters
- Write-ups
- Performance evaluations
- Develop centralized document tracking system
- Align policies across states while maintaining state-specific compliance
- Coordinate workers’ compensation claims
- Manage unemployment claims
- Oversee benefits administration
Documentation & Risk Management
- Maintain audit-ready personnel files
- Ensure termination documentation is legally compliant
- Protect company against wrongful termination claims
- Oversee I-9 compliance
- Implement structured timekeeping and payroll compliance processes
Strategic HR Leadership
- Develop workforce planning strategy aligned with growth
- Support expansion into new states
- Assist with opening new programs (staffing compliance setup)
- Advise ownership on compensation structures
- Build culture infrastructure across sites
QualificationsRequired:
- 3 years HR leadership experience
- Experience in healthcare, behavioral health, or substance use treatment strongly preferred
- Strong knowledge of employment law
- Experience managing compliance documentation
- Hands-on experience running payroll in ADP or similar platform
- Ability to build systems from the ground up
- Experience handling terminations and investigations
- Strong organizational and documentation skills
Preferred:
- SHRM-CP or SHRM-SCP certification
- Experience with EMR systems (KIPU preferred)
- Experience with payroll systems (ADP strongly preferred)
- Experience supporting licensed clinical staff
Pay: $75,000.00 - $87,000.00 per year
