Education:
- Bachelor’s degree in Engineering, System Management, Business Administration, or a related field is required.
- Advanced degree (Master’s in Business Administration, Engineering Management, or equivalent) preferred.
Certifications:
- Project Management Professional (PMP) or PgMP certification is required.
- ITIL v4 Foundation or Expert, Agile, or Lean Six Sigma certification is highly desirable.
Experience:
- Minimum of 7 years of experience in IT program or project management within a federal or enterprise IT environment.
- Proven experience developing and maintaining risk and opportunity management documentation.
- Demonstrated ability to develop and apply technical and management processes for complex IT systems and services.
- Experience managing performance-based service agreements and monitoring service levels for compliance.
- Strong background in budget development and management, including cost estimation, tracking, and variance analysis.
- Experience developing business cases and conducting cost-benefit and return-on-investment analyses.
- Proven track record in strategic planning, long-term goal setting, and program execution aligned with organizational strategy.
- Familiarity with federal acquisition and contracting processes preferred.

- Must be a U.S. Citizen with the ability to obtain and maintain a federal security clearance.
- Active clearance or EOD strongly preferred.
- Must be able to work in an office environment.
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift, carry, or move up to 30 pounds regularly
Program Leadership & Oversight: Provide overall leadership, direction, and management for assigned IT programs and projects. Ensure that program objectives, deliverables, and performance metrics are met in accordance with contract requirements, scope, and schedule.
Strategic Planning & Execution: Develop and implement strategic plans, program roadmaps, and long-term objectives that align with customer mission goals and organizational priorities. Identify opportunities for innovation, efficiency, and enhanced service delivery.
Risk & Opportunity Management: Develop and maintain comprehensive risk and opportunity management plans, including identification, assessment, mitigation, and contingency strategies. Facilitate risk reviews and ensure proactive management of potential issues impacting program performance.
Technical & Process Management: Develop and apply technical processes and management frameworks that ensure disciplined execution across the program lifecycle. Oversee system engineering, integration, and technical performance to maintain compliance with program requirements.
Budget & Financial Management: Develop and manage program budgets, forecasts, and financial reports. Ensure effective cost control, resource allocation, and adherence to approved funding levels. Deliver projects within assigned budgets while meeting scope and quality expectations.
Performance-Based Service Delivery: Manage performance-based service agreements (PBSAs) and Service Level Agreements (SLAs) to ensure measurable results, continuous improvement, and contractual compliance. Monitor performance metrics and implement corrective actions where necessary.
Documentation & Reporting: Prepare and maintain essential program documentation including business cases, risk management plans, schedules, technical plans, and performance reports. Deliver clear, concise, and actionable briefings to senior leadership and stakeholders.
Stakeholder Communication & Coordination: Serve as the primary interface between the government, program stakeholders, subcontractors, and internal delivery teams. Facilitate collaboration and ensure transparency across all program elements.
Quality Assurance & Continuous Improvement: Implement quality management processes to ensure deliverables meet defined standards and customer expectations. Drive process improvements to enhance operational efficiency and effectiveness.
Personnel & Team Management: Supervise multidisciplinary project teams including engineers, analysts, and support staff. Mentor team members, provide performance feedback, and foster a culture of accountability and professional growth.
Compliance & Governance: Ensure adherence to federal acquisition regulations, program management best practices, and organizational policies. Maintain accurate and auditable records of all program activities and deliverables.
