Office of Chief Counsel – Harrisburg

The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a Pennsylvania-licensed attorney to advise the Department of Health (Department) on day-to-day legal matters involving contracts, grants, procurement, data security, data privacy, and information technology (IT). In accordance with OGC policy, a hybrid remote/in-office schedule of three days in-office may be available at the General Counsel’s discretion. The position will be filled at the Attorney 1 or Attorney 2 level, depending on experience.

What You’ll Do

  • Draft and negotiate contracts, grant agreements, interagency agreements, settlement agreements, and memoranda of understanding
  • Ensure proper execution and compliance with Department agreements
  • Develop standard agreement formats for program personnel
  • Conduct form and legality reviews of grants, contracts, purchase orders, and change orders
  • Provide legal advice concerning data security, data privacy, and IT matters

Who We’re Looking For

Candidates must have:

  • Strong analytical judgment and the ability to clearly convey legal advice
  • Excellent written and oral communication skills
  • Attention to detail and organizational discipline
  • The interpersonal skills necessary to build collaborative relationships with colleagues and clients

The ideal candidate brings;

  • Demonstrated experience drafting, reviewing, and negotiating complex agreements and transactional documents
  • Strong project management skills, including the ability to manage multiple matters and deadlines

Required Qualifications

Applicants Must:

  • Hold a Juris Doctor degree from an ABA-accredited law school
  • Be admitted to the Pennsylvania Bar in good standing, or plan to sit for the Pennsylvania or Universal Bar Exam by July 2026.
