The Pennsylvania Governor’s Office of General Counsel (OGC) seeks a licensed attorney to work as Assistant Counsel in the Department of Labor & Industry (L&I) Office of Chief Counsel, Workers’ Compensation Appeal Board Division. This position may be based in Harrisburg, Philadelphia, or Pittsburgh, and will be classified as an Attorney 1, 2, or 3 depending on experience. This position is eligible for a hybrid remote/in-office schedule of three days onsite at the discretion of the General Counsel.

What You’ll Do

L&I is a large agency that handles a broad range of labor and employment issues, including workers’ compensation matters. The individual hired for this position will join a collaborative, mission-driven team dealing with workers’ compensation appeals.

This role requires an attorney who possesses research skills, communicates well orally and in writing, is a team player, and can capably manage an individual case load. This position will focus on providing representation, advice, and related support to the Workers’ Compensation Appeal Board. The ideal candidate will bring subject-matter expertise, strong independent judgment, excellent research and writing skills, and the ability to collaborate effectively.

Duties for this position will include reviewing appeals from decisions rendered by Workers’ Compensation Judges, analyzing the evidentiary record, and drafting appellate opinions for the WCAB. Emphasis is placed on interpreting, analyzing, and organizing facts, evidence, and precedents and presenting this material in a clear and logical form in opinions, orders, and decisions. Under the supervision of the Deputy Chief Counsel, the attorney may also provide legal advice or formal opinions on matters impacting the operation of the WCAB and its mission.

Who We’re Looking For

The successful applicant for this position should have the following:

  • relevant legal experience, with public interest or government experience strongly preferred;
  • demonstrated interest in, or knowledge of, workers’ compensation law or policy;
  • strong legal research and writing skills including experience drafting and editing;
  • attentiveness to detail;
  • ability to prioritize and be proactive in a deadline-drive, fast-paced office;
  • superior interpersonal and communication skills; and
  • strong oral presentation skills.

Required Qualifications

Applicants Must:

  • Hold a Juris Doctor from an ABA-accredited law school
  • Be admitted to the Pennsylvania Bar in good standing
