Under the general direction of the Executive Director of the California Education Interagency Council (CEIC), the Supervisor I plans, organizes, and oversees the daily operations and activities of the professional staff within CEIC. Provides clear direction and support to staff in the analytical evaluation of administrative, fiscal, and programmatic operations. Responsible for recruitment, training, coaching, assigning work, establishing priorities, monitoring performance reviews, and ensuring alignment with program objectives and timelines. Foster staff development through individualized coaching, the use of Individual Development Plans (IDPs), and identification of training opportunities. Establish clear performance expectations, conduct probationary and annual performance reviews, and address personnel matters in accordance with applicable bargaining unit agreements, CalHR policies, and State of California personnel laws and regulations. Provide leadership over administrative and fiscal functions, ensuring that all CEIC-related activities are conducted in compliance with departmental policies and applicable state and federal regulations. Perform other duties as assigned to fulfill the mission, strategic goals, and objectives.

The California Government Operations Agency (GovOPS) is responsible for administering state operations including procurement, information technology, and human resources. The mission of GovOps is to improve management and accountability of government programs, increase efficiency, and promote better and more coordinated operational decisions.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated experience planning, organizing, and overseeing administrative and fiscal operations, with a track record of policy/procedure development and regulatory compliance across local, state, and federal requirements 
  • Hands-on familiarity with California state processes and systems, including Department of Finance (DOF) budget practices, Department of General Services (DGS) procurement, and FI$Cal transactional/reporting workflows 
  • Proven supervisory experience: assigning/reviewing work, setting priorities and timelines, conducting probationary/annual evaluations, addressing personnel matters consistent with bargaining agreements and CalHR policies, and developing staff through coaching, Individual Development Plans (IDP), and training programs 
  • Strong stakeholder engagement skills with the ability to represent the program in meetings, conferences, and public forums and to maintain effective communication with control agencies and external partners 
  • Demonstrated ability to manage multiple priorities and deadlines, adapt to changing priorities, and contribute to cross-functional efforts in fast-moving environments 
  • Experience supervising in a hybrid/telework environment with clear performance expectations and effective communication practices

Salary : $86,064 - $106,920
