Senior Functional Analyst (SWY-CD)

Overview

GovCIO is seeking a Senior Functional Analyst to provide high-level administrative, analytical, technical writing, and operational support to leadership and organizational teams at the U.S. Coast Guard (USCG) Software Yard – Capability Development Branch. This position serves as a central point of coordination between government technical leadership, staff, business units, and external contractors within a vendor-heavy engineering environment. Combining the responsibilities of an executive-level administrative professional, business analyst, and technical writer, this role requires excellent judgment, discretion, and the ability to manage competing priorities in a fast-paced environment. This position is located in Kearneysville, WV, and operates as a hybrid role.

Responsibilities

Executive & Administrative Support

• Provide direct administrative and operational support to senior branch leadership and management.
• Manage calendars, meetings, appointments, briefings, and competing mission priorities.
• Coordinate meetings with internal government stakeholders and external vendor teams to ensure appropriate participants and briefing materials are prepared.
• Prepare agendas, meeting materials, presentations, reports, correspondence, and executive briefing documents.
• Attend meetings, capture key technical discussions and decisions, and distribute meeting notes and action items.
• Track action items, technical milestones, deadlines, commitments, and follow-ups to ensure timely completion.
• Serve as a trusted point of contact for leadership, staff, customers, and organizational partners.
• Draft, edit, proofread, and coordinate executive correspondence and communications.
• Assist leadership with preparation for program reviews, technical interchange meetings, inspections, and other organizational events.
  
  

Technical Writing & Documentation

• Develop, edit, and maintain professional technical and business documentation supporting the Software Yard lifecycle.
• Translate complex technical, operational, and business information into clear, concise, and understandable written materials.
• Prepare standard operating procedures (SOPs), policies, user guides, technical manuals, process documentation, and reference materials aligned with enterprise standards and DISA STIGs.
• Develop executive briefings, white papers, reports, memoranda, decision papers, and informational documents.
• Review technical and business documentation for accuracy, clarity, grammar, formatting, and completeness.
• Organize and maintain documentation libraries, templates, records, and version-controlled materials using Atlassian tools (Confluence).
• Establish and maintain documentation standards, templates, and writing guidelines.
• Consolidate information from multiple technical sources into cohesive reports and executive-level products.
• Identify gaps or inconsistencies in existing documentation and recommend operational improvements.
• Coordinate document reviews, obtain stakeholder feedback, incorporate revisions, and manage final approval and distribution.
  
  

Functional & Business Analysis

• Document business and operational requirements, processes, procedures, and organizational decisions.
• Track system issues, functional requests, enhancements, and resolutions within a vendor-heavy environment.
• Assist with testing, implementation, validation, and tracking of software changes and release cycles.
• Maintain accurate records, reports, databases, and supporting documentation.
• Develop spreadsheets, status reports, dashboards, presentations, and other management tools as required.
  
  

Coordination & Project Support

• Monitor progress and identify outstanding actions, scheduling delays, or resource constraints requiring leadership attention.
• Coordinate information and deliverables among multiple product teams and external contractors.
• Prepare recurring status reports and executive-level summaries regarding delivery velocity and modernization milestones.
• Maintain project files, records, meeting documentation, and supporting materials in support of federal compliance baselines.
  
  

Qualifications

High School with 8 years (or commensurate experience)

Required Skills & Experience

• 8 years of relevant experience in IT job roles providing administrative, operational, analytical, technical writing, or project support.
• Demonstrated ability to produce professional technical and business documentation within a technical environment.
• Excellent written and verbal communication skills with strong attention to detail and follow-through.
• Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams) and enterprise management/collaboration tools (Atlassian Jira and Confluence).
• Strong foundational understanding of Agile methodologies, the software development lifecycle (SDLC), and organizational change processes.
• Ability to exercise sound judgment in handling sensitive, proprietary, or contract-related information with complete confidentiality
• Must be extremely self-motivated, capable of working independently, managing multiple priorities, and executing tasks with minimal supervision.
• Cross-Functional Collaboration: Exceptional ability to work cooperatively with disparate groups, acting as a translator and bridge between technical engineering teams and non-technical business stakeholders.
• Strong analytical, problem-solving, and organizational skills with attention to detail and consistent follow-through.
  
  

Clearance Required: Public Trust

Preferred Skills & Experience

• Experience supporting U.S. Coast Guard, Software Yard, or Department of Homeland Security (DHS) programs.
• Familiarity with USCG PEO C5I enterprise standards, command workflows, and continuous delivery authorization boundaries.
• Relevant professional certifications (e.g., Project Management Professional (PMP) or Certified ScrumMaster (CSM)).
• Familiarity with tracking metrics or documentation for automated CI/CD pipelines, containerized environments, or cloud modernization efforts.
• Experience coordinating IT compliance audits, vulnerability tracking schedules, or software asset management workflows.

Posted Salary Range: USD $65,000.00 - USD $85,000.00 /Yr.
