Web Project Manager (Medicaid Website Modernization)

Govan Systems Inc is seeking a Web Project Manager to support a State of Mississippi Medicaid website modernization effort in Jackson, Mississippi.

Contract: 12-month contract, hybrid. Onsite presence in Jackson, MS is required 10-12 days per month. Pay: $80-92/hr depending on experience.

Key duties:

• Serve as the day-to-day execution lead on a Drupal-based website redesign and rebuild, working directly with the external technology vendor.
• Drive content strategy, information architecture and editorial direction with program stakeholders and the design/control board.
• Plan and lead content migration: audit content, coordinate content owners, manage migration workflows.
• Oversee QA, execute UAT, and coordinate pre- and post-launch readiness.
• Lead ADA Title II / WCAG 2.1 AA accessibility compliance and remediation, and maintain compliance documentation.
• Design and implement a web governance and change management framework (content workflows, approvals, roles, SOPs, training).
• Facilitate working sessions, content workshops and review meetings.
• Provide weekly written status updates, maintain project documentation, and flag risks and blockers.
• Qualifications:
• Significant execution role on large-scale (100 pages) website redesign or redevelopment projects through production launch.
• Experience leading public-sector/government website redesign projects.
• Experience working directly with external technology vendors.
• Working knowledge of ADA Title II and WCAG standards.
• Experience with web governance, content workflows or digital change management.
• Strong stakeholder engagement, facilitation and written communication skills.
• Preferred: Medicaid or state health/human services experience; Drupal or comparable CMS; PMP/CSM/CBAP or accessibility certifications.
• A web application manager with government experience and UI modernization work is a strong fit.
