PA CareerlinkⓇ Outreach Specialist
Classification: Full-time hourly, non-exempt from overtime provisions of the Fair Labor Standards Act

Job Purpose
This position focuses on connecting with individuals who interact with the PA CareerLinkⓇ website but who have not visited a PA CareerLinkⓇ center. The goal is to increase engagement, provide information on no-cost workforce services, and help potential customers take the next step toward employment, training, or supportive services.
Qualifications
This position is a professional staff position and requires a person capable of conforming to the high standards of behavior expected of all staff. Excellent work habits, including attendance and punctuality, are required. The person must follow company policies and safety procedures, as well as ensure that customers/clients under his/her supervision follow the same.
Education and Experience Equivalency
Clearances: Must be able to obtain acceptable results for required background checks, including but not limited to Act 151 Pennsylvania Child Abuse History Clearance, Pennsylvania Criminal History Check, and Department of Human Services- FBI Fingerprints.
Other: Must have a valid driver’s license with a clean driving record and have access to dependable transportation, which can be used in the course of his/her job. Must have an operating telephone, so that he/she may be contacted quickly by Goodwill when necessary.

Education and Experience Equivalency
- High School Diploma or equivalent
- Customer service, sales, recruitment, call-center, community outreach, or related experience.
- Familiarity with workforce programs or public-facing social service systems.
- Experience working with individuals facing economic hardship, unemployment, or multiple barriers.

Supervision
- Received: Direct supervision from the Program Manager with autonomy to perform duties in line with agency policies.
- Exercised: None.
- Conduct outreach to “potential customers” identified through the PA CareerLinkⓇ website and self-service job search activity.
- Use phone calls, emails, and postal mailings to initiate contact, explain available services, and encourage enrollment or appointment scheduling.
- Maintain the outreach spreadsheet, documenting each contact attempt, the method used, and the outcome.
- Add services, interactions, and appropriate case notes in CWDS accurately and on time.
- Provide basic information on local programs (WIOA Adult/Dislocated Worker/Youth, TANF, workshops, hiring events, training options, etc.).
- Refer customers to the appropriate county teams or partner agencies as needed.
- Follow up with individuals who show interest or need additional guidance to engage with services.
- Run, analyze, and compile reports related to return on investment (ROI) for outreach efforts, including response rates, engagement conversions, and service uptake.
- Track trends in customer needs, common barriers, and responsiveness to outreach methods, and share recommendations to improve outreach strategies.
- Participate in staff meetings and training across the three counties as needed.
- Represent PA CareerLinkⓇ and Goodwill of the Southern Alleghenies professionally during all outreach interactions.
- Ability to work independently and collaboratively within a team environment.

- Maintains all files and file information in a confidential manner; shares information on a “need to know” basis.
- Track and report on outreach efforts, enrollment data, performance metric milestones, and partnership development to support program goals
- Must follow company policies and safety procedures.
- Ensure customers/clients follow policies.
- Ability to work a flexible schedule and manage time effectively.
- Ability to travel and provide services across a multi-county service area.
- Based out of the applicant’s home county, with limited telework depending on task requirements.
- Occasional travel within Bedford, Blair, and Cambria for meetings or training.
- Standard workweek with some flexibility based on outreach needs.
- Vision and Hearing corrected to within normal limits.
- Ability to perform light duty work including:
- Standing for up to 8 hours occasionally
- Bending, stooping, stretching, pushing, and pulling
- Lifting and carrying up to 50 lbs occasionally (with material handling equipment used when practical)
- Responsible for other duties as assigned or identified, for the benefit of Goodwill or Mission Services
