The Director of Workforce and Training Programs will provide strategic leadership and operational oversight for three distinct but interconnected program areas: (1) Career Technical Education (CTE) with a focus on green and clean technology sectors; (2) career readiness services including workshops and training; and (3) non-traditional apprenticeship program development and management. This role requires a dynamic leader who can manage complex, multi-faceted programs while maintaining a strong commitment to serving populations with barriers to employment, including individuals with justice involvement, those experiencing homelessness, Veterans, and dislocated workers.

Job Responsibilities

Strategic Leadership and Program Development

  • Develop and execute comprehensive strategic plans for all three workforce development program streams, ensuring alignment with organizational mission and community needs.
  • Oversee the planning, implementation, coordination, and evaluation of all Career Technical Education programs, career readiness services, and apprenticeship initiatives.
  • Establish program goals, performance metrics, and accountability measures across all work streams.
  • Analyze labor market trends, industry needs, and emerging opportunities in green/clean technology sectors to inform program design.
  • Ensure programs meet compliance requirements including DOL regulations, Carl D. Perkins Act standards, California Department of Apprenticeship Standards, and relevant workforce development legislation.

Career Technical Education (Green/Clean Technology Focus)

  • Lead the development and expansion of CTE programs in green and clean technology fields including solar energy, wind power, energy efficiency, battery storage, sustainable construction, and related sectors.
  • Develop curriculum frameworks in partnership with industry experts, educational institutions, and training providers.
  • Establish and maintain partnerships with clean energy employers, industry associations, and workforce boards to ensure program relevance and job placement opportunities.
  • Oversee hands-on training delivery, equipment procurement, and learning facility management.
  • Coordinate with funding sources including grants, clean energy workforce initiatives, and related funding streams.

Career Readiness Services

  • Design and implement a comprehensive schedule of career readiness workshops including resume writing, job search strategies, interview preparation, and introduction to AI in the workplace.
  • Develop accessible, trauma-informed curriculum that addresses the unique needs of participants with barriers to employment.
  • Ensure workshops are culturally responsive and available to diverse community members.
  • Integrate emerging technologies and AI literacy into career readiness programming.
  • Track participant outcomes and continuously improve workshop effectiveness.

Non-Traditional Apprenticeship Programs

  • Develop, register, and manage non-traditional apprenticeship programs in target industries, particularly in green/clean technology sectors.
  • Establish partnerships with employers to create registered apprenticeship opportunities and group-sponsored programs.
  • Design pre-apprenticeship pathways that prepare participants for success in registered apprenticeship programs.
  • Ensure compliance with U.S. Department of Labor Office of Apprenticeship standards and State Apprenticeship Agency requirements.
  • Coordinate on-the-job training, related technical instruction, and progressive wage scales.
  • Build relationships with labor unions, joint apprenticeship training committees, and industry intermediaries.

Serving Priority Populations

  • Implement best practices for serving individuals with justice involvement (formerly incarcerated), including pre-release workforce services and post-release support.
  • Develop specialized outreach and supportive services for individuals experiencing homelessness.
  • Coordinate with VA services and veteran-serving organizations to provide employment pathways for Veterans.
  • Design rapid re-employment strategies and career transition support for dislocated workers.
  • Ensure all programs incorporate wraparound services, including case management coordination, transportation assistance, childcare support, and mental health referrals.
  • Address systemic barriers to employment through trauma-informed, equity-centered program design.

Partnership Development and Community Engagement

  • Cultivate and maintain strategic partnerships with employers, particularly in clean energy, construction, manufacturing, and related sectors.
  • Build collaborative relationships with workforce development boards, American Job Centers, educational institutions, and community-based organizations.
  • Represent the organization at industry conferences, workforce development convenings, and community forums.
  • Serve on relevant advisory boards and committees to advance workforce development initiatives.

Grant Management and Resource Development

  • Identify and pursue grant opportunities from federal, state, local, and private funding sources.
  • Prepare grant applications, reports, and compliance documentation.
  • Manage program budgets, ensuring effective allocation of resources across all program streams.
  • Track and report on program outcomes, participant demographics, and performance metrics.

Team Leadership and Staff Development

  • Recruit, hire, supervise, and evaluate program staff including instructors, career coaches, case managers, apprenticeship coordinators, and program managers.
  • Foster a collaborative, mission-driven team culture.
  • Provide professional development opportunities for staff.
  • Ensure staff are trained in trauma-informed practices, equity principles, and best practices for serving priority populations.

Required Qualifications

Education and Experience

  • Bachelor's degree in Education, Workforce Development, Public Administration, Business Administration, Social Services, or related field.
  • 5-7 years of progressive experience in workforce development, career technical education, or related fields.
  • 3-5 years of supervisory or management experience.
  • Demonstrated experience developing and managing workforce training programs.
  • Knowledge of career technical education principles, apprenticeship models, and career readiness best practices.
  • Understanding of barriers to employment faced by justice-involved individuals, Veterans, people experiencing homelessness, and dislocated workers.
  • Experience managing multiple complex projects simultaneously.
  • Strong grant writing and budget management skills.
  • Excellent written and verbal communication skills.
  • Proficiency with workforce development data systems, learning management systems, and Microsoft Office Suite.
  • Ability to work collaboratively with diverse stakeholders including employers, government agencies, and community organizations.
  • Valid driver's license and ability to travel locally for site visits and meetings.

Working Conditions

  • The job is performed both indoors in a climatically controlled setting and outdoors independently and in cooperation with co-workers. There is regular contact with the public. The position also involves local travel.
  • Office-based position with regular site visits to training facilities, employer partners, and community locations.
  • Some evening and weekend hours required for workshops, events, and community engagement.
  • Occasional travel for conferences and training.
  • Hybrid work arrangements available based on operational needs.
  • Regular interaction with county staff, community partners, and program participants.

Emotional Effort

  • Moderate: Occasional short deadlines. The work environment is occasionally hectic with occasional high activity.

Physical Requirements

  • Ability to travel to community sites and partner organizations.

Pay Range

$115,000-$125,000 annually
