Summary:
The Veteran Career Services Navigator provides individualized employment-focused case management and career navigation to veterans experiencing or at risk of homelessness under the Homeless Veterans' Reintegration Program (HVRP). This position supports participants in identifying employment goals, removing barriers to work, and securing sustainable jobs, particularly in industries that are locally in-demand. Navigators provide direct services including career assessments, job readiness support, employer engagement, On-the-Job Training (OJT), and placement assistance. Must pass background & driver record check.

Education &/or Experience:
Bachelor's degree from four-year college or university; or one to two years related experience &/or training; or equivalent combination of education & experience.

Essential Duties & Responsibilities include the following:

  • Conduct strategic outreach and recruitment in accordance with HVRP requirements.
  • Complete intake, eligibility screening, and enrollment documentation for eligible veterans.
  • Serve as a professional ambassador of HVRP and Goodwill with veterans, employers, WorkSource staff, and community providers.
  • Work closely with WorkSource and other employment partners to coordinate co-enrollment, training, employment services, and job placement.
  • Develop and regularly update Individual Employment Plans based on each participant's goals, skills, barriers, and employment needs.
  • Provide employment-focused case management, career counseling, and job-readiness support.
  • Identify and address barriers to employment through direct assistance, allowable participant support, case conferencing, and coordinated referrals.
  • Connect participants with housing, health care, behavioral health, transportation, legal, benefits, and other community resources.
  • Provide job-readiness services, including résumé development, interviewing, job search strategies, and digital literacy.
  • Coordinate job-driven training, On-the-Job Training, apprenticeships, and other work-based learning opportunities aligned with local labor market demand.
  • Build relationships with employers to identify job opportunities and match participants with positions based on their skills and goals.
  • Provide job placement, employment adjustment, retention, and post-exit follow-up services.
  • Verify and document employment, wages, hours, training completion, and other required outcomes.
  • Maintain accurate, timely, and complete case files and data entry in case management systems and other required systems as needed.
  • Monitor participant progress toward employment, training, credential, placement, and retention goals.
  • Participate in resource fairs, hiring events, community meetings, and other outreach activities that promote HVRP and strengthen referral networks.
  • Collaborate with internal programs and community partners to coordinate services and avoid duplication.
  • Support achievement of DOL performance goals, including enrollment, training, placement, wages, and retention outcomes.
  • Attend required trainings, program meetings, case conferences, and compliance activities.
  • Provide services from designated Goodwill/SSVF and WorkSource locations as assigned.
  • Work collaboratively with WFS to provide participant services.
  • Follow all policies, procedures, and directives of GIIN assuring safety of personnel or property.
  • Properly wear and maintain all required Personal Protective Equipment (PPE).
  • Maintain agency confidentiality. Violation of confidentiality is cause for immediate dismissal.
  • Comply with all health, safety, and fire standards and all local, state, and federal regulations (WISHA & OSHA).
  • Other duties as assigned.
