Clean Energy Intake and Enrollment Specialist

Accountability:

The Intake and Enrollment Specialist serves as the primary staff member responsible for managing participant intake and enrollment for the Clean Energy Program. This includes conducting eligibility assessments, verifying documentation, and ensuring accurate data entry and compliance with program guidelines. The Specialist also supports outreach and administrative functions in collaboration with other program staff. This role works directly with individuals across Winnebago, Boone, and Stephenson counties to provide guidance, information, and referrals to clean energy training and employment opportunities.

Responsibilities & Essential Functions:

Intake and Enrollment

• Serve as the primary staff member for all intake and enrollment activities.
• Review applications and assess eligibility based on program criteria.
• Schedule and conduct intake and enrollment meetings with participants.
• Verify documentation such as income, residency, and identification.
• Clearly explain program benefits, expectations, and timelines.
• Enter participant data into systems and ensure proper documentation.
• Ensure all required forms and records are completed and filed accurately.
• Administer assessments and enter results according to established procedures.
• Refer participants to appropriate clean energy training programs based on eligibility, interests, and career goals.
• Collaborate with case managers, training partners, and outreach staff to ensure smooth a experience from intake to program participation.
• Adhere to federal, state, and organizational guidelines for enrollment procedures.
• Participate in audits and reviews to ensure complete and accurate documentation.

Outreach Support

• Assist with outreach efforts to potential participants at schools, community sites, and events.
• Assist program recruitment efforts and provide guidance on the eligibility/suitability requirements.
• Support follow-up communication with interested individuals to guide them through intake and enrollment.

Community Partnerships

• Collaborate with program partners and community partners to support participant success.
• Coordinate with partner agencies to identify best practices and improve intake processes.
• Participate in meetings, committees, and training sessions to enhance service delivery.

Communication and Accountability

• Respond promptly and professionally to inquiries, concerns, and requests.
• Maintain working knowledge of program goals, eligibility criteria, and relevant state/federal programs.
• Coordinate interpretation services or provide language access as needed.
• Demonstrate cultural competence, flexibility and professionalism in working with diverse populations.

Administrative

• Assist program staff in maintaining accurate data in tracking systems.
• Support the organization and maintenance of documentation, electronic files, and databases.
• Manage communication, including emails and phone calls.
• Maintain confidentiality of participant records.
• Assist with ordering and organizing office supplies.
• Support internal audits to ensure file accuracy and completeness.
• Prepare and submit reports related to intake and enrollment activities.

Environment:

The work is conducted at the Goodwill Administration and Mission Building and in partner agencies in Winnebago, Boone, and Stephenson counties with travel to various locations. Hours are primarily daytime hours, but on occasion, can include evening and/or weekend hours. Work is primarily performed in a professional office environment, which is generally climate-controlled but may involve exposure to typical office noise such as phones, printers, and conversations. The role involves computer-based tasks, meetings, and collaboration with colleagues, as well as occasional lifting of office and program supplies and moving between workspaces.

Sensory and Physical Requirements:

Ability to perform all functions of the job efficiently and effectively. Ability to clearly communicate program details and information to both funders and the public. Valid Driver’s license and reliable, insured automobile. Must be able to travel frequently to locations in Winnebago, Boone, Stephenson, and Ogle Counties.

Qualifications & Basic Job Requirements:

• A combination of education and relevant work experience that aligns with the duties of this position.
• Demonstrated ability to work with individuals with barriers and understand and communicate with diverse groups.
• Strong verbal and written communication skills and excellent attention to detail.

• Functional use of Microsoft applications such as Word, Excel, and Outlook.
