Job Title:                                Clinical Laboratory Manager

Classification:                        Non-Exempt/Hourly

Reports To:                            Chief Clinical Officer

Position Type:                       Full-Time

Hours Worked/Shift:            Monday - Friday, rotating weekends


 

Summary

Responsible for direction and coordination of the personnel in the Clinical Laboratory services. Activities included are performance of chemical, microscopic, and bacteriologic tests performed in the Clinical Laboratory to obtain data for use in diagnosis and treatment of diseases from neonates, pediatrics, adolescents, adults, and geriatrics.

 

Essential Functions

  1. Manages and directs the department’s administrative and financial functions.
  2. Prepares and is accountable for departmental operating budgets and the capital budget.
  3. Evaluates personnel in accordance with performance standards in biochemistry, microbiology, hematology, serology/immunology, and blood bank.
  4. Performs all aspects of patient care in an environment that optimizes patient safety and reduces the likelihood of medical/health care errors.
  5. Responsible for administrative direction: interviewing, hiring, orienting, in-services, performance evaluations and termination of employment.
  6. Addresses complaints regarding Clinical Laboratory functions and works with supervisors to resolve the complaints.
  7. Designs lab requisitions and coordinates improvements in Clinical Laboratory Reporting systems; serves as liaison with Information Management Services as it pertains to Clinical Laboratory.
  8. Attends and participates in administrative and other meetings, as appropriate.
  9. Maintains established hospital and departmental policies, procedures, and objectives; maintains the department’s continuous quality improvement, safety, 
  10. Environmental and infection control and compliance with requirements of accreditation and regulatory agencies.   
  11. Assists with care and maintenance of department equipment and supplies.
  12. Develops an inventory system; oversees cost control measures in the utilization of department supplies, materials, equipment, and personnel.
  13. Is responsible for the preparation of reports, payroll records and other statistical data as required.
  14. Directs the department’s continuing education programs; directs the in-house meetings monthly.
  15. Establishes and monitors criteria for the immediate notification of the Practitioner responsible for the patient, when critical limits of specified test results are exceeded; implements corrective actions as required.
  16. Is accessible to the laboratory staff for consultation as needed.
  17. Maintains contact with physicians to solicit appropriate input; identified problems are addressed in a timely manner.
  18. Maintains an approved policy and procedure manual that is available to all staff.
  19. Provides effective direction and policy interpretation to personnel in managing their own work; offers advice in handling special operational matters and administrative concerns.
  20. Employs a general supervisor to provide on-site supervision of high complexity tests in accordance with applicable regulations.
  21. Responsible for the Clinical Laboratory enrollment in an approved proficiency testing program for all tests performed. This includes:
    1. Proficiency testing samples are tested as required.
    2. The test results are returned within specific time limits that the proficiency 
    3. Testing program dictates.
    4. All Clinical Laboratory staff will review the proficiency testing reports and 
    5. Evaluate the Clinical Laboratory’s performance.
    6. Responsible for identifying any problems that require corrective action.
    7. Responsible for implementing an approved corrective action plan when any proficiency testing result is found to be unacceptable.
  22. Responsible for overseeing the functions of the LIS system.
  23. Works with the consulting pathologist to answer any questions, problems or continuing education that can be of help.

 

Competencies: 

  • Excellent written and verbal communication skills.
  • Excellent organizational and time management skills.
  • Proficient in Microsoft Office Suite or similar software.

 

Position Qualifications: 

Minimum Education: Bachelor of Science Degree in medical Technology, Biology, or Chemistry. 

 

Minimum Experience: One year of managerial experience in the clinical laboratory of an acute care hospital.

 

Certifications/Licensures: 

MLT, ASCP, CPT or AMT certification required.

 

Working Environment

Contact with patients under a wide variety of circumstances. May be exposed to/occasionally exposed to patient elements. Exposed to unpleasant elements (accidents, injuries, and illness). Subject to varying and unpredictable situations. Handles emergency or crisis situations. May assist in emergency care. Subject to many interruptions. Occasionally subjected to irregular hours. Occasional pressure due to multiple calls and inquiries. Exposed to blood and body fluids.
