Job Title: Planning and Zoning Administrator
Job Summary:
The Planning and Zoning Administrator manages and directs the county’s planning, zoning, and land use operations to ensure compliance with Idaho statutes, Gooding County ordinances, and applicable federal regulations. The Administrator will have frequent interactions with citizens, including situations requiring customer service, diplomacy, and dispute resolution. This position also involves presenting at public meetings and occasional interaction with media. The role supervises department staff, reviews development proposals, investigates zoning violations, and serves as the primary advisor to the Planning & Zoning Commission and Board of County Commissioners. The Administrator coordinates public hearings and workshops, processes land use applications, maintains and updates planning documents, and works closely with citizens, developers, and government agencies to support orderly growth and development.
Key Responsibilities:
· Supervise, assign, and review the work of planning, permitting, inspection, and compliance staff.
· Conduct site plan reviews to verify compliance with zoning and land use requirements.
· Investigate zoning violations, process citizen complaints, and work toward voluntary compliance.
· Advise and prepare reports for the Planning & Zoning Commission and Board of County Commissioners.
· Coordinate and conduct public meetings in compliance with open meeting laws.
· Update comprehensive plans, ordinances, and fee schedules as needed.
· Collaborate with state agencies, municipalities, and special districts on planning and compliance matters.
· Manage department budgets, track expenditures, and authorize payments.
· Oversee addressing standards, floodplain regulations, and related recordkeeping.
Minimum Qualifications:
· High school diploma or equivalent (college coursework in planning, public administration, or related field preferred).
· Valid Idaho driver’s license.
· Knowledge of land use laws, zoning regulations, and planning principles.
· Three or more (3 ) years' experience in a planning department or related real estate business is preferred.
· Strong verbal and written communication skills.
· Ability to work independently, meet deadlines, and manage multiple priorities.
· Proficiency in computer applications relevant to planning and permitting.
Work Environment & Physical Demands:
This position involves both office and field work. Field duties may require:
· Standing, walking, and driving for extended periods.
· Climbing, balancing, stooping, kneeling, crouching, and crawling.
· Reaching, handling, and lifting objects up to 50 pounds.
· Working outdoors in varying weather conditions, including heat, cold, wind, and precipitation.
Work hours may include evenings and occasional weekends.
Additional Requirements:
