Deputy Executive Officer, Project Management

Job Summary
The Deputy Executive Officer, Project Management plans, directs, and manages diverse teams and major projects within Metro, including large-scale capital projects and other complex programs. This role provides executive-level leadership to ensure projects are delivered on time, within budget, and in compliance with Metro standards and regulatory requirements.
Key Responsibilities
- Plan, direct, and manage major capital projects and programs from design through construction and completion
- Lead and oversee the performance of staff, consultants, and contractors to ensure successful project delivery
- Establish and monitor short- and long-range project goals, budgets, schedules, and delivery strategies
- Direct third-party coordination, stakeholder engagement, and public affairs activities related to project delivery
- Ensure all project design and construction activities meet Metro’s operations, maintenance, quality, and safety standards
- Oversee contracts, including consultant and construction contracts, ensuring compliance with agency and project objectives
- Manage operating and capital budgets in alignment with agency-wide fiscal responsibility
- Represent Metro at meetings, conferences, public events, and before regulatory agencies and governing bodies
- Prepare and present reports to executive leadership, the Board of Directors, and external stakeholders
- Develop, implement, and enforce project policies, procedures, safety standards, and controls
- Ensure compliance with applicable federal, state, and local laws, regulations, and Metro policies
- Supervise, mentor, train, and evaluate assigned staff and support succession planning efforts
- Provide technical leadership through the review of studies, analyses, and engineering deliverables
- Communicate and reinforce Metro’s safety vision, policies, and accountability standards
Required Knowledge, Skills, and Abilities
- Expertise in rail transit engineering, design, construction, operations, and maintenance
- Strong background in large-scale capital project and program management
- Knowledge of governmental contracting policies, public administration practices, and regulatory requirements
- Ability to manage complex budgets, schedules, and multidisciplinary teams
- Strong leadership, decision-making, negotiation, and problem-solving skills
- Excellent written and verbal communication skills, including executive-level presentations
- Ability to analyze complex data, evaluate risks, and recommend effective solutions
- Ability to represent the agency professionally with public officials, boards, and external partners
Minimum Qualifications
Education:
Bachelor’s degree in Engineering or a related field (Master’s degree preferred)
Experience:
Five years of senior-level management experience in the design and/or construction of major capital projects, including extensive experience managing mass transit projects
Certifications (Preferred):
- California Professional Engineer (PE) license
- Construction Management and/or Project Management certification
Additional Information
This is an at-will executive classification. The position requires the ability to travel to offsite locations as needed and to work in a typical office environment with regular computer use.
